Japan PM vows to “expel by force” any Chinese land

Japan’s prime minister Tuesday vowed to “expel by force” any Chinese landing on islands at the centre of a territorial row, after eight government vessels from China sailed into the disputed waters.

The latest clash over the islands came as 168 Japanese lawmakers visited the controversial Yasukuni war shrine in central Tokyo, seen as a potent symbol of Japan’s imperialist past, riling its neighbours China and South Korea.

Laws are effective only if implemented efficiently: Meira Kumar

Against the backdrop of several protests against the executive, Lok Sabha Speaker Meira Kumar on Monday said laws are effective only if they are implemented efficiently by the government and civil servants.

Speaking to IAS probationers of 2012 batch here after inaugurating an Appreciation Course in Parliamentary Practices and Procedures, Kumar stressed that a law is “only as effective as its implementation”.

She urged the civil servants to assist the government in accomplishing the complex tasks of development and administration.

PM ‘will miss Justice Verma’s advice, guidance’

Prime Minister Manmohan Singh on Monday night described former Chief Justice of India JS Verma, who died here, as a “man of vast understanding” whose “generous advice and guidance” he will miss very much.

Singh said Justice Verma was “held in great respect as a public figure not only for his vast understanding and knowledge of law and the many path-breaking judgments he delivered as a judge but also for his deep sensitivity to the concerns of the common man and his fierce commitment to the public good”.

Indian-American attorney to prosecute Boston bomber

The high profile case of prosecuting Boston Marathon bombing suspect – Dzhokhar Tsarnaev – has been entrusted to two noted American attorneys one of whom is an Indian-American.

A graduate of the Johns Hopkins University and Emory Law School, Aloke Chakravarty is an Assistant US Attorney for the District of Massachusetts.

2G scam: BJP, Left, DMK submit privilege notices

Members of Parliament representing the BJP, the Left and the DMK have submitted privilege notices against Joint Parliamentary Committee (JPC) Chairman PC Chacko for the manner in which the JPC draft report on the 2G spectrum scam was leaked to the media even before it reached most of the 30 panel members.

According to media reports, BJP and Left members on the JPC have also decided to oppose the draft report at the next meeting of the committee on April 25. They have urged other members to also oppose the report.

Man held for alleged rape
(Siasat News): Falaknuma police has arrested a 30-year-old man for allegedly raping a girl and handed him over to judicial custody.

The accused Mohd. Shareef, a labour, was residing at Nawabsaab Kunta. He had allegedly raped a girl by entering the house in his neighbourhood on April 19.

Following the complaint of the girl, the police came into action and handed him over to judicial custody. Further investigations are in progress.

Rape cases went up by 158% this year in Delhi

While molestation cases showed 600% rise this year (from 139 to 973 cases), eve teasing cases increased by 783.67% (from 49 to 433 cases).

Delhi has witnessed a surge in crime against women this year with rape cases recording 158% rise while molestation and eve-teasing incidents went up by 600 and over 700%, respectively.

According to statistics released by Delhi Police Commissioner Neeraj Kumar today, the national capital reported 463 rape cases this year till April 15 as against 179 during the same period last year.

Rapes of four minors reported in a day in UP

At least four minors have been reported raped in various parts of Uttar Pradesh in a single day, police said Tuesday.

As the national spotlight swivels to cases of child sexual abuse following the brutal rape of a five-year-old in New Delhi, prompting massive protests, Uttar Pradesh reported four cases Monday — two from Pratapgarh district, one from Siddharthanagar district and another from Sitapur district.

Lok Sabha adjourned till 12 p.m.

The Lok Sabha was adjourned till 12 p.m. Tuesday following noisy Samajwadi Party protests on the reported Chinese incursion into Indian territory in Ladakh region and Trinamool Congress demand for a special package for West Bengal.

As soon as the lower house assembled for the day, Samajwadi Party members trooped into the well of the house, protesting the Chinese incursion.

Around 15-20 Chinese soldiers have reportedly been stationed at a remote camp some 10 km within Indian territory in the northern part of Ladakh since April 15.

Dalit woman raped in Odisha, one arrested

A 50-year-old man was arrested Tuesday for raping a Dalit woman in Odisha, police said.

The incident took place Sunday in a village near Nandapur town of Koraput district, about 700 km from here, but came to light after the woman lodged a complaint with the police Monday night, H.K. Padhi, chief of Nandapur police station, told IANS.

Citing the woman’s complaint, Padhi said she was guarding a cashew farm at Mundagada village when the accused, who belonged to the same village, raped her in the presence of another person.

Incursion: Local India, China military commanders holding meet

Local military commanders of India and China are holding a flag meeting today in a bid to resolve the situation arising out of the incursion by Chinese troops in Daulat Beg Oldi (DBO) sector in Ladakh.

The meeting scheduled at 10:30 AM will be held in Daulat Beg Oldi sector, sources said. India raised the issue with China last week immediately after the incident of Chinese incursion came to light.

US needs a comprehensive immigration reform: White House

The US needs a comprehensive reform system functional both for dealing with legal and illegal immigration in the country, the White House has said.

It refused to side with lawmakers who are seeking to put the ongoing reform on hold in the wake of the Boston marathon bombings.

“We need an effective comprehensive immigration system that is functional both for dealing with legal immigration, as well as dealing with the 11 million illegal immigrants who are in this country,” the White House Press Secretary Jay Carney told reporters at his news conference yesterday.

3 suspects arrested in Bangalore blast case

Security agencies arrested three people in connection with the April 17 blast in front of the Karnataka BJP headquarters, which left 17 persons injured.

In joint operation of the Karnataka police, the Tamil Nadu State intelligence and the National Investigation Agency (NIA), suspects Peer Mohideen and Basheer were nabbed on Monday night, while the third accused, Kitchen Buhari, was arrested on Tuesday morning.

Punjab jail riot: 3 officials injured, probe order

Three officials of Punjab’s Faridkot town jail were injured on Monday in a clash with inmates following the death of a prisoner, police said. Chief Minister Parkash Singh Badal has ordered a magisterial enquiry.

The inmates went on the rampage and damaged property inside the prison, police officials in Faridkot, 250 km from here, police said.

Police reinforcements and fire brigade had to be rushed into the jail complex to control the situation.

Tribal widow forced to drink urine, four arrested

A tribal widow was allegedly forced to drink urine and mercilessly beaten up by members of her own community as they suspected her of practising black magic, police said on Monday.

F0our persons were arrested following a complaint by the victim, they said. The shocking incident took place in Kudkheda village under Piparia tehsil of Hoshangabad district on April 19, 2013, police said.

The tribals suspected the widow indulged in black magic. To punish her, they brought a glass of urine and forced her to drink it. They also thrashed her, police added.

4-year-old rape survivor remains critical

The 4-year-old, who was allegedly raped in the Ghansour town of Madhya Pradesh and shifted to Nagpur, continues to be critical. She has suffered severe brain injuries and is on life support. While one of the accused has been arrested, the Madhya Pradesh police have announced a reward of Rs 1 lakh on the main accused, who is still absconding.

Boston bombings suspect Dzhokhar’s hearing on May 30

A US court has fixed May 30 for the first hearing of Dzhokhar Tsarnaev, the lone surviving Boston bombings suspect, during his initial court appearance from the hospital room.

The first court hearing would be held in a Massachusetts District court on May 30, the judge ruled yesterday.

The 19-year-old Chechen-origin suspect is charged with conspiring to use “weapon of mass destruction”, faces death penalty if convicted by the court.

He appeared alert, mentally competent, and lucid, the judge said.

Boston bombing suspect charged, could face death penalty

Lying in hospital, a badly injured surviving suspect of the deadly Boston Marathon bombing that killed three people and injured over 180 was charged with using a weapon of mass destruction and faces the death penalty if convicted.

Initial proceedings against Dzhokhar Tsarnaev, 19, who was captured Friday night after a massive manhunt were conducted Monday at Boston’s Beth Israel Deaconess Medical Centre by a federal magistrate judge with two assistant US attorneys, including Indian American Aloke Chakravarty appearing for the prosecution.

Man fatally throws down son from 3rd floor

An enraged man on Monday fatally threw his 18-month-old son from the third floor of his in-laws’ house here after his estranged wife refused to return with him, police said.

The incident took place in New Usmanpur area in the morning.

Hari Om, who hails from Gujarat, had come to his in-laws’ house to take back his wife who had left him after marital discord.

The wife, however, refused to return to Gujarat which enraged Hari Om, who then allegedly threw his son from the third floor of the residential building.

Bangalore blast: Three people arrested in Chennai

Days after a bomb blast near the ruling Bharatiya Janata Party’s (BJP) office here left 16 injured, three people have been arrested in Chennai for their alleged involvement in the bombing.

According to reports coming in, police arrested Peer Mohideen and Basheer late on Monday night. Third accused, Kitchen Buhari, was arrested on Tuesday morning.

The operation to nab the accused was conducted by the Bangalore Police with the assistance of the Tamil Nadu Police.

Illegal casino busted in Moscow

Police in Moscow have shut down an illegal casino that was operating on the premises of a former sugar refinery, the interior ministry said.

Over 20 gamblers were detained in the casino, which housed several poker tables and 50 slot machines.

Police seized a large number of playing chips and stacks of cards, as well as computer hard drives containing information about gambling operations, a statement said.

The casino owners were making an estimated 10 million rubles (around $300,000) a day, police said.

The ministry did not say when the raid took place.
