Law restricting US State Department security hiring: Report

Washington, October 02: A congressionally mandated panel has warned that existing US law prevents the State Department from hiring the best contractors to provide security at diplomatic installations worldwide.

According to a report by the independent Commission on Wartime Contracting yesterday, a February 1990 law requires the State Department to “award contracts to the technically acceptable firm offering the lowest evaluated price.”

But other government agencies can choose their contractors on the basis of “best value,” the commission said.

Terrorists in Britain will have to report travel plans

London, October 02: Convicted terrorists in Britain will have to notify authorities of where they live and changes of address as well as report any foreign travel plans.

Individuals found guilty of terrorism and terror-related offences will be subjected to notification requirements and foreign travel regulations similar to those that apply to sex offenders, Policing and Security Minister David Hanson said.

The measures, which came into effect Thursday, apply to convicted terrorists who have served a year or more in prison.

Sharapova sets up Jankovic final in Tokyo

Tokyo, October 02: Former world number one Maria Sharapova overcame a mid-match slump to grind out a 6-3, 2-6, 6-4 victory over Poland’s Agnieszka Radwanska at the Pan Pacific Open on Friday, setting up a final against Serbia’s Jelena Jankovic.

Seventh seed Jankovic had earlier overpowered China’s Li Na 6-4, 6-3 in the day’s first semi-final at the $2 million tournament in Tokyo.

“It will be a tough final,” Sharapova said in a courtside interview. “Jelena is one of the best players in the world and I’ll have to fight for every point.”

Israel awaits video, begins releasing prisoners

Jerusalem, October 02: Israel began releasing 19 Palestinian women from its jails on Friday in the first part of a deal with Hamas, in return for a video showing proof that a captured Israeli soldier being held by the group is alive.

Officials said the 19 women, to be joined by a 20th on Sunday, will first be brought in International Red Cross vehicles to border crossings with the Gaza Strip and West Bank, but will not be freed until Israel gives the green light after viewing the videotape.

Taiwan museum to open joint exhibition with China

Taipei, October 02: Taiwan’s National Palace Museum said on Friday it will open its first-ever joint exhibition with China next week, 60 years after they split amid civil war.

The announcement comes 16 months into Taiwanese President Ma Ying-jeou’s presidency, which he has focused on improving ties and expanding exchanges with China.

The museum has borrowed 37 relics from the Beijing Palace Museum for its exhibition on the Chinese Qing Dynasty’s 18th century Emperor Yongzheng.

Military action in Afghanistan, Iraq a failure: Dalai Lama

Ottawa, October 02: The US-led invasion of Afghanistan and Iraq has proved to be a failure, the Dalai Lama said here.

‘In Iran and Afghanistan, it is too early to say. So far, I think a failure, using military force. Hard liners are becoming even harder,” the Tibetan spiritual leader said at a press conference here.

Flutter near Rosaiah’s residence

Hyderabad, October 02: An inebriated car driver created some tense moments for the police posted at the residence of Chief Minister K Rosaiah at Ameerpet late on Wednesday night.

A group of youngsters in a car tried to force their way into the cordoned zone near the Chief Minister’s residence at Dharam Karan Road.

According to the police, the youngsters driving a Maruti car from Ameerpet to Balkampet took a sudden turn towards the CM’s residence. They reportedly did not stop even as the police personnel asked them to.

Owen expected back from groin injury ahead of schedule

Manchester, October 02: Sir Alex Ferguson expects Michael Owen to return from his groin injury in time for Manchester United’s Premier League match against Bolton on October 17.

Owen was forced off during the early stages of United’s Champions League win against Wolfsburg on Wednesday and it had been expected the former Liverpool striker would be out for at least three weeks.

But United manager Ferguson admitted on Friday that Owen’s injury is not as bad as first feared.

“We expect him to be available for the next game, it certainly won’t be three weeks,” Ferguson said.

Fabregas unfazed by latest Barca rumours

London,October 02: Arsenal captain Cesc Fabregas insists he will ignore the latest round of rumours linking him with a move to Barcelona.

New Delhi, October 02: There seems to be more than just a bout of food poisoning for master blaster Sachin Tendulkar that kept him out for the match against West Indies.

Reports suggested that Sachin had visited an Indian restaurant in Johannesburg the night before the match along with his team-mates MS Dhoni, Ashish Nehra and Harbhajan Singh, where he reportedly had fish and rice for dinner.

India lends a helping hand to Mahatma’s Nepali disciple

Nobel for literature to be announced Oct 8

Stockholm, October 02: The 2009 winner of the Nobel Literature Prize will be announced October 8, the Swedish Academy confirmed Friday.

The announcement next Thursday will be a first by new permanent secretary Peter Englund, who earlier this year succeeded Horace Engdahl.

French author Jean-Marie le Clezio won last year’s prize.

The Swedish Academy’s announcement fills in the remaining blank in the Nobel week calendar – as other institutions that award prizes for medicine, physics, chemistry and peace as well as economics had earlier confirmed their dates.

Ahead of typhoon, Philippines placed under ‘state of calamity’

Manila, October 02: All of the Philippines was placed under a “state of calamity” Friday as Supertyphoon Parma moved closer to the country’s main island of Luzon, less than a week after tropical storm Ketsana wreaked havoc in the capital and outlying areas.

Defence Secretary Gilberto Teodoro said the declaration was aimed at giving the government power to control prices of basic commodities and free up local emergency funds.

The exhibition reunites treasures from China with those that Beijing has long said were stolen when they were taken to Taiwan.

In the last stages of the Chinese civil war, the forces of Nationalist strongman Chiang Kai-shek moved 600,000 items of Chinese calligraphy, porcelain, bronzes, landscape paintings, portraiture and figurines from the imperial collection in Beijing’s Forbidden City to Taiwan.

Militants kidnap three Tripura villagers

Agartala, October 02: Militants from the outlawed National Liberation Front of Tripura (NLFT) are demanding a ransom of Rs.56,000 for three tribals they had abducted two days ago, police said here Friday.

The separatist guerrillas had Wednesday kidnapped six people from Raishabari village in Dhalai district, 180 km from here, but subsequently released three of them. The members of the village, police said, had not been paying the group the regular extortion money for the last six years.

Muslim cleric to take Kumbh dip to wash away religious differences

Lucknow, October 02: A dip in the sacred river during the Maha Kumbh Mela is said to wash away all sins. A senior Muslim cleric who will perform the Hindu rite hopes it will also wash away differences between the two religions.

Kalbe Sadiq, a noted Shia cleric and senior vice-president of the All India Muslim Personal Law Board (AIMPLB), will take the “holy dip” in the upcoming Maha Kumbh Mela to be held in Haridwar in 2010.
