The Dalits wanted to see a member of their own community with her. But Mayawati had ignored their complaints at that time.

Mumbai, July 06: A populist budget? A disaster plan? Or a mixed offering with some portions that are good and some that are not? The popular belief is we will be seeing the third alternative today as finance minister Pranab Mukherjee unfurls the pronouncements.

First, for the salaried class: Mukherjee’s predecessor P Chidambaram had in his 2005 budget speech removed the standard deduction available to salaried employees. But income tax experts feel that the deduction should be reinstated.

Banerjee’s proposal is seen in political circles as a move – both by her and the Congress – to tame Lalu Prasad, her predecessor in the ministry. It also shows the Congress’s determination to avoid any future association with the Rashtriya Janata Dal (RJD) in Bihar.

The sudden announcement of the commission has taken everyone with surprise.

Gays are still men of dishonour in the Army

New Delhi, July 06: Gay rights activists might well hail the Delhi High Court’s liberal interpretation of Section 377 of Indian Penal Code as a landmark, but a natural extension of the ruling seems laden with the potential of rupturing the high-discipline fabric of the defence forces, particularly the 11-lakh-strong Indian Army.

Although homosexuality in the troops is a raging topic within the armies of Britain and the US, their Indian counterparts consider “certain forms of disgraceful conduct” a serious offence under Section 46 of the Indian Army Act, 1950.

Obama seeks new start in sagging US-Russia ties

Moscow, July 06: Presidents Barack Obama and Dmitry Medvedev end a seven-year hiatus in U.S.-Russian summitry on Monday, with each declaring his determination to further cut nuclear arsenals and repair a badly damaged relationship.

Both sides appear to want to use progress on arms control as a pathway to possible agreement on trickier issues, including Iran and Georgia, the tiny former Soviet republic. Those difficulties and others have soured a promising linkage in the first years after the Cold War and pushed ties between Moscow and Washington to depths unseen in more than two decades.
