Breathlessness forces Anam to discontinue budget speech

Finance minister Anam Ramnarayan Reddy faced some respiratory problems while presenting the State budget for the financial year 2012-13 in the Legislative Assembly on Friday.

After making the speech for about 59 minutes, the minister suffered from breathlessness. He was immediately referred to doctors present in the assembly. On Speaker Nadendla Manohar’s directions Agriculture Minister Ponnala Lakshmaiah continued the budget speech for a few minutes.

Zero and false budget: Opposition parties

The opposition parties slammed the Budget 2012-13 placed by Civil Supplies Minister D Sreedhar Babu in the State Legislative Council on Friday.

The opposition parties described the budget as ‘zero and false’ budget. Speaking at the Media Point in the council, Leader of Opposition D Veerabhadra Rao termed the budget as anti-people. He said that the government wants to pretend that it was better the previous governments by placing a budget slightly higher than the previous budgets.

YSR’s schemes were ignored in budget, alleges Shobha

YSR Congress supporter and Praja Rayam MLA Shobha Nagireddy on Friday alleged that the State Budget-2012-13 presented by Finance Minister Anam Ramnarayan Reddy in the Assembly has totally neglected former chief minister Y S Rajasekhara Reddy’s welfare schemes and programmes.

Talking to media persons at Assembly media point, Shobha Nagireddy stated the budget has not mentioned anything about 108 and 104 emergency services in the rural areas, the brain child of YSR scheme.

No New Taxes in Budget Session

Projecting a rosy picture of the State’s finances, Andhra Pradesh Finance Minister Anam Ramanarayana Reddy today presented a tax-free Budget of Rs 1.45 lakh crore for 2012-13 with an estimated revenue surplus of Rs 4,444 crore and fiscal deficit of Rs 20,008 crore.

As has been the norm for the past few years, no new taxes have been proposed as such in the Budget though in practice different taxes are being enhanced subsequently during the financial year.

In a desperate act to meet the dowry requirements ahead of her wedding, an MBA student along with her mother made a vain bid to rob a housewife of her gold chain at APIIC colony, Kushaiguda on Friday.

Kushaiguda police said that at around 11.30 am the mother-daughter duo – Rama Devi and Sharada – entered the residence of Kalpana, a housewife, in APIIC colony. Clad in burqas, they pushed Kalpana down and tried to snatch her gold chain.

Important files missing from Wakf Board, admits Minority Minister

Minorities Welfare Minister Syed Mohammad Ahmedullah on Friday admitted that several important files were missing from the Andhra Pradesh State Wakf Board office.

Replying to a query raised by Congress MLC Mohd Jani in the State Legislative Council, the minister said that an enquiry has been ordered into the issue. The enquiry team has been asked to verify th facts and the report was expected to come in two months. He assured that stern action would be taken against the erring officials responsible for missing of files.

TDP chief Chandrababu Naidu joins anti-NCTC chorus

Hyderabad, February 17: Telugu Desam Party (TDP) chief N. Chandrababu Naidu on Friday demanded the repeal of a recent order issued by the Ministry of Home Affairs on the power of the newly constituted National Counter Terrorism Centre (NCTC).

Naidu joined West Bengal Chief Minister Mamata Banerjee, Tamil Nadu Chief Minister J. Jayalalithaa, Orissa Chief Minister Naveen Patnaik and Bihar Chief Minister Nitish Kumar in raising concerns about the powers given to the proposed NCTC, which they claimed would infringe on the federal structure and the rights of state governments.

AP assembly adjourned on ‘T’ issue

The Andhra Pradesh Assembly was adjourned for 30 minutes by Speaker Nadendla Manohar as the TRS members trooped into the well and raised slogans by carrying placards to introduce a resolution on the Telangana statehood.

As soon as the House assembled for the day, Mr Manohar announced of disallowing the adjournment motions given by TRS, BJP and CPI on a resolution in the House for separate statehood and the CPI(M) for a discussion on the need to improve the health services by solving the problems of 104 service employees.

Andhra presents Rs.1.45 lakh crore budget

Andhra Pradesh Finance Minister Anam Ramnarayan Reddy Friday presented a tax-free, revenue-surplus budget for 2012-13 with an overall expenditure of over Rs.1.45 lakh crore.

He told the assembly during his budget speech that the overall expenditure during 2012-13 would be Rs.145,854 lakh crore, comprising Rs.91,824 crore under non-plan and Rs.54,030 crore under plan heads.

Presenting his second budget, Ramnarayan Reddy said the fiscal deficit was estimated to be Rs.20,008 crore while the revenue surplus would be Rs.4,444 crore.

State Govt. is creating problems for Muslims P. Abdul Ghani

Instead of solving the problems of the Muslims, the State Govt. is involving them in various complications. The State Govt. has failed to take welfare measures for the developments of the Muslims.

The Govt. should enhance budget allocation for the Muslims. It should reinstate the schemes of Urdu Academy and Minorities Financial Corporation.

12 TRS MLAs suspended for unruly behaviour

Twelve MLAs of Telangana Rashtra Samiti (TRS) along with an Independent legislature were on Friday suspended from the Andhra Pradesh Assembly for the day for disrupting proceedings of the House.

Four CPI MLAs and two BJP members walked out in protest against the suspension of TRS MLAs.

Principal opposition Telugu Desam Party, which had disrupted the House for three days demanding sacking of ministers involved in the liquor syndicates, today boycotted the Question Hour.

They lodged a protest petition to A.P. Wakf Board that the Qutub Shahi Masjid in that village is uninhabited and it is used as toddy compound.

Application invited for opening junior colleges

Secretary, Board of Intermediate Education has invited application for opening of new junior colleges and also for seeking application on temporary basis for a period of five years. He warned that no junior college should be opened without the permission of the Govt. the format of application and the guidelines could be seen on board’s website www.bieap.gov.in

The last date of submission of application is 31st March 2012.

By-election schedule leads to uncertainty over Andhra budget

With the Election Commission announcing the schedule for by-elections to seven Andhra Pradesh assembly seats, the state government is consulting legal experts on whether it can go ahead with the presentation of the state budget later Friday.

Finance Minister Anam Ramnarayan Reddy is scheduled to present the budget for 2012-13 in the state assembly Friday afternoon. However, the announcement of the poll schedule Thursday night has put the government in a dilemma.

By-elections to seven seats relief for Congress in Andhra

The announcement of the schedule for by-elections to seven assembly seats has come as a relief for Andhra Pradesh’s ruling Congress as it will now not be facing polls in 24 constituencies in one go as being demanded by the YSR Congress party.

With the assembly speaker yet to take a decision on the disqualification of 17 Congress rebels, the Election Commission decided to go ahead with the polls for seven other seats which fell vacant last year due to resignations of six members. The seventh vacancy was caused by the death of an independent legislator.

(Siasat News) Mr. E. Rajender, Floor leaders of TRS told that there are thousands of vacancies or Urdu medium teachers which should be filled up immediately. There are also a number of vacant posts in A.P. State Wakf Board. These should also be filled up. He told that on one hand, the Govt. is trying to appoint candidates on a mass scale to provide jobs to unemployed youths but it is neglecting to fill up the post of Urdu medium teachers.

One more chance for TET candidates under consideration

(Siasat News) State Govt. is considering to give one more chance to the candidates who failed in Teachers’ Eligibility Test. Govt. was forced to consider the request of these failed candidates for providing them another opportunity. Out of 5 Lakh candidates who took TET on 8th January, 25% failed the test. The nest TET will be held in June. Whereas D.S.C. test will be conducted in May. Govt. is considering to postpone. D.S.C. to conduct another TET. The other alternative is that all the candidates should be allowed to take D.S.C.

State budget for 2012-13 to be presented in Assembly today

(Siasat News) Mr. A. Ramnarayan Reddy will present the state budget at 12-10 p.m. today in the Assembly. This budget will be of fulfilling the needs and expectations of the common man. For the first time in the history of Assembly paper won’t be used for presenting the budget. Talking to newsmen, Mr. A. Ramnarayan Reddy said that it will be a paperless budget. Members would be provided C.D.’s of the budget.

C.M. and P. Prabhakar indulge in heated discussion on T-issue
