“It’s not reflective of the men and women, who serve the city of Houston that we took action to remove those officers, immediately, from the Houston Police Department. And we will fight to keep those officers from ever coming back,” Houston Mayor Annise Parker stated.

According to CNN, however, the mayor had originally criticized the release of the video by asking for the prosecution of Quanell X, a community activist, who had released the video.

The footage showed Holley on the ground with his hands behind his head, while the officers kicked him in the head and chest.

The abuse continued after the teenager had been handcuffed.

The video had been sent to the police, but was not presented during Holley’s October trial.
