NSC report to be ready within two months: Menon

Hyderabad, July 24: The National Statistical Commission (NSC) will submit its report within two months to the Centre so that this report could be used to draft a Legislation, said Prof NR Madhava Menon at a one-day consultative workshop on the draft National Statistical Code at the NIRD campus on Saturday.

The NSC is mandated inter alia to advise the Government on legislative measures in statistical matters. The NSC constituted a committee, for the purpose, including a Bill to provide statutory status to the NSC.

The NSC’s terms of reference are to study statutory provisions to be made to make the NSC more effective in exercising its mandate. Statutory provisions to be made to have State level Statistical Commissions and their relationship with the NSC. Whether any umbrella legislation is needed to make the administrative statistical system more effective, and if so, the details thereof and whether the Census Act and the Registration of Births and Deaths Act are needed to be amended to make them more effective in terms of ensuring public trust etc.

The NSC would be an apex body responsible to Parliament for regulating core statistics and make policies and standards for integration of the Statistical system and enhance its independence and credibility. In addition, the Commission would also be vested with advisory functions in respect of official statistics other than core statistics.

The NSC consists of a Chairperson and four Members and a few ex-officio Members. The tenure of a Chairperson/ Member has been kept as five years from the date on which he enters upon his office or until he attains the age of seventy years, whichever is earlier. The Chairperson/ Members would not be eligible for reappointment.

The NSC would be advised by a National Statistical Advisory Council on all policy matters. The Council would be headed by the Prime Minister.(INN)
