Hyderabad, April 24: The state government has decided to establish a new department called Commissionerate of Health and Family Welfare to implement health programmes in the state.
It has issued an order to this effect today. Substantial increase in infrastructure investment, human resources, capacity development, equipment, materials, supplies and multi-pronged efforts, the health related Millennium Development Goals (MDGs) have not shown commensurate improvement and this has prompted the government to take this decision.
According to the health department officials, currently the responsibility for delivery of primary and secondary health services in the state was dispersed among the Directorate of Health (DoH), Commissionerate of Family Welfare (CFW), the AP State AIDS Control Society (APSACS), the AP Vaidya Vidhana Parishad (APVVP), Commissionerate of AYUSH, Directorate of Institute of Preventive Medicine, Indian Institute of Health and Family Welfare (IIH&FW) and the AP Health and Medical Housing and Infrastructure Development Corporation.
As there was no proper coordination between these departments objectives of the health departments were not being achieved. In this background, the government had constituted a multi-member committee.
On the recommendations of the committee it has been decided to establish Commissionerate of Health and Family Welfare (CH&FW). It will be responsible for planning, implementation, coordination, supervision and monitoring of all activities relating to health, preventive, promotive and curative services, comprehensive reproductive and child health services, HIV-AIDS prevention and management, capacity development of the public health system and all matters relating to primary and secondary hospital services and their interface with the tertiary health system.
All programmes, schemes and activities implemented by the government for the promotion of public health and family welfare in the state, including the Centrally sponsored schemes and externally financed projects, shall be executed by the Commissionerate of Health and Family Welfare.
