We, the people of Telangana, heartily welcome you to Hyderabad with a fond hope that
you initiate steps to implement your promise of restoring statehood to Telangna in order
to ensure protection to diversity of human cultures that shape the biodiversity of nature.
We wish you make a policy statement a week in advance for the Biological diversity
convention now in progress in Hyderabad, delineating measures to safeguard the rich and
ancient cultural diversity of human communities in the country, including Telangana and
the primitive tribal groups of the region.
You are aware that despite the recommendation of the State Reorganisation Commission
headed by Justice Fazal Ali for statehood for Telangana, three regions with two different
ecosystems, were fused into Andhra Pradesh, reducing Telangana into a minority stake-
holder.We hope you appreciate the fact that ecosystems determine the economy of the
region, the crop diversity, the diversity of ethnic food, beliefs, superstitions, dieties and
ethos of the language.This forms the bondage among the people of a region.
As Justice Fazal Ali feared Telangana has become an internal colony under the dominance
of people of Andhra with different ecosystem and different cultural practices. As you are
aware, entire Telangana is Deccan plateau while Andhra is maritime region. The obvious
regional divide that stemmed from different political and geographical cultures should not
be allowed to fan hate culture among the people.
The political dominance of Andhra region would reduce Telangana into an inert
house of curios soon. The biological diversity and cultural diversity are indivisible and
interdependent. The cultural diversity of Telangana should continue to be a perennial
source of innovation and creativity that guarantees mutual exchange between the regions
including Andhra. The destruction of cultural diversity of Telangana would eventually lead
to destruction in Andhra region too and the cultural vaccum would provide fertile soil for
degenerate western culture to germinate and invade.
The successive governments in the state failed to honour the agreements, formulae,
rules, safeguards and orders issued in favour of Telangana. During the last fifty six years
of forced unification, the state never bothered to forge a common psychological make-
up among the people of the three regions. On the other hand, the cinema, television
and printed literature widened the schism through hate-literature and programmes
against Telangana. The language that should have been a cementing element, has started
deepening the regional divide.
The plunder of resources of Telangana, the political oppression, the deprivation, the
cultural discrimination and daily insults that summarise the internal colonial rule made
you come up with announcement from the (then) Home Minister on December 9, 2009,
promising creation of Telangana state.
I, on behalf of the cultural artistes and performers of Telangana, earnestly urge upon you
to immediately initiate steps to implement your assurance by introducing State Formation
Bill in parliament creating Telangana state.
