SCOPE OF WORK:
The Women’s Protection and Empowerment (WPE) Senior Data Management and Monitoring Officer will work closely with the WPE Program Manager to strengthen the quality of WPE activities by mainly being responsible for the overall data management of the WPE Program. The WPE Senior Data Management and Monitoring Officer will act as the Monitoring and Evaluation Focal Point and provide support to ongoing activities and related reporting. The WPE Senior Data Management and Monitoring will also support the review and adaptation of WPE data collection tools and management system in collaboration with the M&E unit, including their migration to ICT4P tools. The WPE Senior Data Management and Monitoring Officer will be based in the Mafraq office, and will be committed to providing updated data/information for internal and external reporting requirements.

RESPONSIBILITIES:
Data Management and monitoring Support
Oversee all data management for the WPE program in line with safety and confidentiality guidelines on GBV data. This will include the compilation and cleaning of the data, ensuring accuracy of numerical and qualitative data, fixing problems and inaccuracies where needed.
Conduct regular visits to the WPE Women’s Centers and with mobile teams to provide continuous support and oversight on data management.
Review the data sources (attendance sheets, case management tools, etc.) on a monthly and quarterly basis to prepare for the quarterly M&E data audit.
Revise/modifying data management tools in collaboration with the M&E unit and provide accurate updated information on monthly basis.
Compile data from all counselors and social workers, identify errors, clean them (in liaison with the relevant staff) and provide accurate monthly data reports and dashboards.
Prepare monthly analyses based on WPE staff reports and support the WPE Program Manager, the Deputy Program Mangers and the Senior Officers in the collection of data and in the compilation of weekly, monthly and quarterly data and narrative reports.
Participate to the capacity building efforts of partners on the appropriate use of data collection tools and on and reporting requirements in with collaboration with the M&E unit.
Support the implementation of WPE assessments and partners’ mapping.
Serve as the WPE team M&E focal point, overseeing the implementation of all M&E tools, participating in relevant M&E meetings, contributing to monthly reporting, and analyzing the data collected for M&E purposes.
Enter relevant aggregated data validated by the WPE Program Manager or Coordinator into COMET.
To build an indicator tracking sheet in collaboration with the M&E unit and update it on a monthly basis.
Ensure the implementation of the WPE monitoring plan activities.
Coordination
Attend internal coordination meetings with the WPE team to discuss opportunities and challenges.
Attend M&E meetings with other IRC colleagues to discuss opportunities and challenges.
Other Duties:
Work closely with the Senior M&E ICT4P officer to enhance the current use systems.
Support the migration of WPE tools to ICT4P systems and compile “how to” guidelines.
Coach the WPE team in the use of new tools and system in collaboration with Senior M&E ICT4P officer.
In collaboration with the WPE Service Delivery specialist, support the implementation of Primero in collaboration with Senior M&E ICT4P officer.
Any other task designated by the WPE Program Manager.

REQUIREMENTS:
Bachelor’s degree in Social Science, Statistics, Management, Information Technology or any related field.
Approximately 2-3 years of relevant working experience in the field of data management and monitoring, primarily in relation to refugee protection and gender based violence. Experience working with NGOs preferred.
Demonstrated experience in partners’ capacity building, both through formal training and on the job support.
Attention to detail, clarity and accuracy are essential.
Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel, Access) and email programs.
Familiarity with case management systems such as Comm Care, Kobo, Open Data Kit (ODK).
Experience conducting assessments and using participatory approaches is desirable.
Strong project planning, organizational, interpersonal and communication skills.
Understanding of concepts of protection, do no harm, accountability, transparency.
Excellent written and verbal communication skills in English and Arabic.
Working Enviornment
This position will be based out of the IRC Field Office in Mafraq, Jordan. Candidates are expected to transport themselves to and from the Mafraq office (approximately 1 hour drive from Amman) and from there s/he will be transported to the various field sites.
