Winter session of Parliament begins today

New Delhi, November 22: The most crucial winter session of Parliament will begin from Tuesday as it is imperative for the government to ensure the passage of the 31 legislations including the Lokpal bill before December 21 and the opposition is likley to bring an adjournment motion against the government.

This session of Parliament will be a stormy one  as the main opposition party BJP and the left parties will  combine together to corner the government on price rise, black money and 2G scam.

As the opposition has decided to target Home Minister P Chidambaram on 2G issue  by boycotting him and not allowing him to speak in Parliament and the left parties would move an adjournment motion on rising prices in both Houses of Parliament on the first day of the session.

The UPA government appears to be  worried  as if this session happens to witness  walkouts and disruptions than there will be huge backlog of pending bills  for the budget session in Feburary.

The Left parties would also coordinate with other parties on major issues like corruption,especially the 2G scam and black money.

Among major issues, these parties would also raise the issue of “dilution” of the Civil Nuclear Liability Act, saying the recent rules notified under it have diluted the provisions of liability for the foreign suppliers.

Food security would be another major issue which the Left would raise while demanding universalisation of the public distribution system. The parties have maintained that basic entitlements like food should be delinked from the “flawed” poverty estimates.

Government has listed 31 bills for consideration and passing while 23 new bills will be introduced in the session. “Among other legislations, government is determined to pass the (Lokpal) Bill… Government stands committed to root out corruption. It may not be done through one law,” Pawan Kumar Bansal said.

The NDA and Left will have floor coordination during the winter session of Parliament. The entire opposition has agreed on both the matters. As one party cannot give two adjournment notices, so both the parties have divided it with NDA moving one motion and Left the other.

However, sources in the CPI-M said they were not aware of any mutual agreement between the NDA and the Left, as whatever assurance has been given to BJP leaders may have been given by CPI leader Gurudas Dasgupta.

The CPI-M leaders felt that it would be normal to expect the NDA to support the adjournment motion on price rise, to be brought by the Left.

It seams that this session will also be a repeat of the previous session  which saw UPA under immense pressure from opposition in Parliament  and Team Anna from Outside on the issue of lokpal bill .

The Winter session of Parliament is taking place at a time of important developments in the national and international arena,

On the eve of winter session, social activist Anna Hazare  raised the pitch on Lokpal issue, threatening to launch another agitation if a “weak” bill is brought in Parliament.

On the Lokpal Bill, the BJP leader said the report of Parliamentary Committee is likely to be presented on December 7 and will work for getting the Bill passed before December 21.
