New Delhi, July 01: The Municipal Corporation of Delhi (MCD) Wednesday said the discovery of thousands of bogus employees in the civic body was made possible due to biometric attendance systems.
Nearly 45,000 of MCD employees are said to be existing only on the paper and are not traceable, according to reports.
MCD standing committee’s former chairperson Vijender Gupta Wednesday said the scandal was unearthed after the civic corporation undertook reforms and installed biometric attendance system.
In a biometric attendance system, one’s finger or card has to be placed on the ‘reader’ to register presence, and the time the employee comes to offices and goes out of it is recorded.
“As a first step towards good governance, we took a bold and new initiative by introducing the biometric system at a cost of Rs.22 crore for all staff members right from the highest to the lowest rank of staff,” said Gupta.
“What has come out is a premature result. After the attendance starts (fully), we will be able to identify the bogus and fake employees clearly,” Gupta told reporters here.
He said there are 1,746 posts of highest category of employees, 9,572 posts for the next level of officials, and 118,297 posts of the lowest two category employees.
Many from the lower categories have not yet registered on biometric systems. Around 2,500 biometric machines have been placed at the Town Hall headquarters as well as MCD offices in 12 zones.
“We expect that any employee who is getting the salary through Electronic Clearance System gets himself registered in the system of biometric attendance. There is an opportunity for all employees to get themselves registered in the biometric machines by July 15 – failing which the MCD will not release salary or any kind of payment to them,” Gupta said.
He also said that the biometric attendance system would also be installed at the 1,800 primary schools of the MCD.
