What Free Zone issue is all about

Hyderabad, November 17: The AP Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 (Presidential Order) lists six zones which cover all the 23 districts.

However, para-14 of the order pertains to certain posts and offices that have been excluded from the applicability of provisions of the order.

Clause (f) of para-14 reads as follows: “Nothing in this order shall apply to any post of police officer.

Interpreting the order, the Supreme Court ruled that the city of Hyderabad shall have to be treated as a free zone for the post of a police officer in Hyderabad (meaning persons from any zone in the state can be appointed) and not as Zone-VI as in the case of other recruitments.

Later, the AP Assembly passed the following resolution: “This house resolves to request the Ministry Of Home Affairs, Government of India, to obtain the approval of the President Of India to delete Clause (f) of Para-14 of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975.”
