Hyderabad: Making it clear that the TRS government will stick to its word with regard to employment, Finance Minister Etela Rajender said his government was considering the employment issue as a very important and would complete the process soon thinking that it is the responsibility of the government.
Responding to the doubts of members on Friday on regularization of contract employees’ services during the question hour, Etela said the TRS government has decided to regularize the services of all those who fulfill the conditions prescribed in Section 10A of Telangana (Regulation of Appointments of Public Services and Rationalisation of Staff Pattern and Pay Structure) Act, 1994 (Act 2 of 1994).
Not satisfied with the answer, BJP Floor leader Dr K Laxman said there was no clarity on who will be regularized. The government said before and after coming to power that it will fill 1.07 lakh vacant posts. He said the youth were demanding there should be no interviews to Group-II posts and the government has the responsibility to respond on it.
TRS MLA Srinivas Goud said that the government has to assure the outsourcing employees that they will be provided job security. “Some of the contract employees are converted as outsourcing employees and they needed job security”, he asked.
Congress senior MLA DK Aruna asked the government to announce as how many contract employees were there in the state.
Responding to the doubts of members, Etela said that the Telangana movement had taken up demanding for water, funds and employment. The government stick to its word that it will fill the vacant posts in the newly formed Telangana state.
He said that the district wise details and additional financial burden will be known on completion of the process to identify persons eligible for regularization, which is in progress. He revealed that the government has enhanced the minimum remuneration of outsourcing/ contract personnel working in the state government to Rs.12000 per month considering it as a first category Rs.15,000 as second category and Rs.17,500 as third category. He said that the overall burden on the state exchequer is Rs.310 crore per annum. He said that there were 5,23,675 jobs in Telangana state by the time the state was formed and in which 1,07,744 vacant posts were there.
Stating that there were some hurdles in regularizing the contract employees, he said that the government will regularize the contract employees working in state government jobs by the time June 2, 2014. Those who were not irregular and full time (not time scale) employs will be regularized. He said that the government identified the contract employees district wise and are—1243 in Rangareddy, 3193 in Hyderabad, 2391 in Medak, 4134 in Mahabubnagar, 3089 in Karimnagar and 1422 in Nizamabad. The government also created 18,423 new jobs and 1000 in agriculture department additionally. More than 11,000 jobs were filled till now and the government will announce 10,927 posts in DSC and 2,444 posts in residential schools. The government already filled 2650 engineers, 3950 in RTC and 4000 in Singareni, he revealed.
Reacting sharply on it, Laxman alleged that the government has given big answer only to cover its failures. He alleged that the government was closing schools in the naming of rationalization. Reacting on it, Etela seriously said that the government was solving the problems with love on people. “We are more concerned about the problems of the Telangana people than opposition parties. Laxman might have forgotten that the Central government stopped releasing funds to model schools permanently”. Reacting on it, Laxman said that the state government has to stop using the services of Ashan and other workers if it feels burden and not correct on the part of Finance Minister to try to escape from the problems.
Interfering, the Speaker said that it was not a debate to discuss the question. He said that the members not to forget that it was a question hour. He said that the members have to issue a notice and come for a discussion in another form. But Laxman insisted the Speaker for a chance to speak on it.
Legislative Affairs Minister T Harish Rao said that the members have to raise the issue by service short notice as the issue has such an importance.
At this juncture, the Speaker postponed the remaining questions for another day. At this moment, Laxman shouted at the Speaker asking him to give a mike to lodge his protest. Stating that there won’t be a chance to the members to lodge their protest during question hour and announced tea break. (NSS)
