User fee to be collected on ORR

Hyderabad, March 09: The state government is planning to collect user fee (toll fee) for the eight-lane main carriageway of Nehru Outer Ring Road expressway (NORR).

Initially the user fee will be levied on the completed stretch between Pedda Amberpet and Gachibowli from next month as the Hyderabad Growth Corridor Ltd (HGCL) of the Hyderabad Metropolitan Development Authority (HMDA) is in the process of entrusting the job to a private agency.

The HMDA will float tenders in a day or two and the process would be completed before April this year.

The user fee would be collected for the actual distance travelled by the vehicle on NORR duly rounding off to nearest Rs.10 to facilitate easy collection.

The HGCL will collect user fee manually in completed stretches till the toll management system is made operational. The HMDA officials said they propose to adopt the national highway fee which is being followed by NHAI as a basis to work out the rates to be collected on Nehru Outer Ring Road.

The construction of eight-lane Expressway as ORR to Hyderabad city has been taken up through HGCL, a joint venture of HMDA and INCAP by raising loans through commercial banks for phase-I, on PPP model as BOT (annuity) contracts for phase-II A and by taking loan from JICA for phase-IIB. The works in the stretch of ORR from Gachibowli to Pedda Amberpet via Shamshabad forming Phase-I and part of Phase-IIA for a total length of 63 km has been completed and made operational.

The Japan International Cooperation Agency (JICA) is providing loan for ORR phase-II B and also for providing Intelligent Transport System (ITS) for the entire length of ORR.
