TRS Govt making a mockery of Muslim and tribal reservation: Shabbir

Leader of Opposition in Telangana legislative council  Mohammed Ali Shabbir in a press statement issued today said that the Telangana government was once again making a mockery of reservations in jobs and education  for Muslims and Tribals  and deceiving the gullible  backward communities  again and again

The leader of opposition  today castigated the chief minister K Chandrasekhar Rao for his recalcitrant, and  flippant  approach to the  serious and life- death issue  of reservations for Muslim minorities and Tribals  .Even after two years of being in power the TRS government had failed to take any  sincere  and positive steps to provide  justifiable and adequate reservations for Muslims and Tribals in education and jobs to trigger their all-round  social and economic growth .  ‘ Quota for Muslims  and Tribals is kept  in the  top priority list the election manifesto , but  not addressed  by KCR  till now “ he lamented .

He said just passing of resolutions will not help the cause of minorities and the hardships of  the Muslims and Tribals  continued  since independence of the country  without  proper protection and incentives  in education and jobs. ‘Any hasty steps  would also endanger the existing  quota of 4%  provided for the Minorities in the state of Telangana ;, he cautioned .

He said the CM K Chandrasekhar Rao made empty promises of fulfilling this demand within 100 days and all that he has done was only to set up few more committees and once  send again  pass  similar  resolutions in Legislature  and forward the same to Centre and wash off his hands . He was commenting on the  reported  review of the recommendations by the SC (Sudhir) and ST( Chellappa)commissions on the long pending demands of the SC/ST for hike in quota by the Chief Minister K Chandrasekhar Rao  recently .

Shabbir Ali   said that the  CM Should know that there are number of  resolution passed at assembly which are pending with union government such as SC Vargikarana and  political Reservation  to women  and also  about the   7 mandals of Bhadrachalam  submerge  in  the Polavaram Project.

He said the committees  headed by Retd  bureaucrats Sudhir and Chellappahad been advised to suggest d 9-12% quota for Muslims and 12 % for Tribals  both of which could face legal and constitutional hurdles .The C.M should not base his decisions on the suggestions of bureaucrats alone but  should consult constitutional  experts  like Soli Sarbajee, K. ParasranJi ,R.F.Narimanji etc  before  taking a final  decision , he advised .

He said the TRS government was giving a step motherly treatment to the Muslims and Tribals. Though  Rs.1200 crore were provisioned in the Annual budget for  2016-17, hardly  30 % has been spent  till the end of December , he lamented .

Shabbir Ali said the government has not honored the positive suggestion of the Opposition parties that  it should appoint members  with social and  judicial backgrounds only to the BC commission.  The BC commission set up by the TS Government two Months Back  comprised of  chairman and members with only academic and political background  which was not relevant to adjudge  the Socio -economic issues of the BC’s, he said.

The leader of opposition said that instead  of just  passing a resolution in the legislature in hurry and burry  the KCR government should first seek advice of  constitutional and legal advisors on how to proceed with the quota issue for Muslims and Tribals and try to find a feasible solution  to resolve the suffering of  the two backward  sections of society ‘, he said .

They should take note of the fact that  such resolutions in the past had been struck down by Supreme court  on the ground that they were drafted and passed in a  impulsive and brash manner  (NSS)
