What is the message the State by these steps read with the remarks of its counsel above, sends to those who have been perpetrators of this police brutality, falsehood, fabrication and crimes ?
That so long as the victims are Muslims, it matters little what atrocities you commit you will not be called to account instead of transparency there will be a veil of secrecy over your crimes; instead of accountability there will be blanket immunity; instead of shame and adverse action there will be promotion. Result, police criminals will be further emboldened to repeat such performances.
The Muslims are politically insignificant, they are expendable, you can do anything to them, without any apprehension of any remark against you. In fact if you do enough to them, you will stand a better chance of promotion.

The A P State Human Rights Commission pointed out its directive to register criminal cases against policemen who fired at a crowd elsewhere (victims not Muslims there) says Chairman was abroad that day and returned the following day. Does the Commission cease to function in his absence ? Were there no other members ? Could not similar directions be issued the next day, especially when news video coverage showed persons trying to help others being shot ? Case filed against torture of youths results in direction for CB-CID Inquiry with report in six months. Two years later, there is no report. Value of such orders to the affected citizens ?
Is the SHRC not even concerned about the result of its proceedings, implementation of its own orders ? The Secretary to the Commission pats me patronizingly on the back and says Mahajir sahab, aap samjho yeh Government ka Commission hai ! Conclusion these bodies are eyewash meant to lull people into silence, fool them into thinking the State is taking steps, when nothing ever changes so long as people dont make a bigf enough rackets about events compelling the government to do something if only to avoid further nuisance from these people who came from some foreign country, ruled us, imposed Urdu on us.

The A P State Minorities Commission receives complaints appoints advocate commissioner issues warrant he goes with forensic specialist as directed and collects damning evidence of police torture of youths and their illegal custody. Despite that, the State takes no action. Recommendations of the APSMC are ignored by the State. When a statutory body with power to acquire evidence does so, can the State ignore that evidence ?
If recommendations of a statutory body do not suit the States expediency perceptions, can the State ignore them ? If so, if the recommendations of a statutory body do not bind the States machinery and become mandatory for it to implement, of what use are these commissions, and why the colossal waste of public money on these ? The judiciary at the Magisterial level fails the boys detained. No record of injuries, lapses established from entries in jail records. The D K Basu judgement of the SC flouted in every which way by the magistracy. Any single Magistrate pulled up ? Why not ? The victims were not important enough ? Muslims, therefore this differential treatment ? Terrorists, all of them, deserving what they get ? Not entitled to the same protection of the law as the criminals who commit atrocities against them ?
The judiciary at the High Court level simply does nothing ! No suo motu taken up cases here ! A building falls in Vijayawada, a blanket ban on construction is ordered suo motu across the State. A few Muslims die& well, nothing happens. Message to Muslims ?
Is the judiciary there to proactively ensure justice is done and injustice is prevented, or does it not have a stake in what happens ? Is the judiciary not a major stakeholder in the administration of justice ?
Is it a coincidence that the High Court flag no longer flies on High Court vehicles and stands replaced by the same national flag on Government vehicles ? Or is it intended to convey that the judiciary is nothing but just another wing of the executive ? Has the independence of the judiciary and the system of checks and balances started to see accelerated erosion ?
The Commission of Inquiry headed by Justice V Bhaskara Rao : considering the State appointed it, the State wanted to know the facts about the events of 18-05-2010. If so, how come the state did nothing to secure any evidence as to the facts ?
How come the State did not cross examine any police witnesses ? How come every bit of record had to be secured by us citizens, or summoned using the Commissions processes ? How come a year and a half after application to summon news videos the Commission orders it ? How come it is not complied with, and no action is taken against the State police for non compliance ? The State police actually withdraws witnesses ?!
What greater proof that the State that set up the inquiry to find out the facts, wants to hide the facts from that very body ? Anybody need any explanation as to what that means ?
If after evidence that is as damning as what we have available, elicited in cross examination from police witnesses and videos, considering that it is a body with power of a civil court to secure evidence, considering that it has to reach its conclusions based on the evidence, considering what that evidence is, if even then after years the Bhaskara Rao Commission still does not even reach conclusions, what is the message the Muslim citizens are to get from this state of affairs ?
