It seems that the decision to form separate Telangana State now rests with President of India. It may not be untrue if it is said that “The ball of Telangana is in the court of President of India”. Political analysts observe that although the President visited Hyderabad to participate in the passing out parade of IPS Probationers in Police Academy, he gave an opportunity to meet the leaders of various political parties to elicit the latest political situation in the State.
The meeting of Mr. N.Kiran Kumar Reddy assumed importance since Mr. Reddy has sought clarification from Home Ministry about the process of bifurcation of the State.
Sources close to Mr. Reddy told that Mr. Mukherjee utilized his trip to Hyderabad to assess the latest political situation in the State. Although the Central Govt. has taken a decision to bifurcate the State , the final decision lies with the President of India since his assent is required for the presentation of Telangana bill in the parliament. After the approval of draft Telangana bill by Union Cabinet, it will be sent to President before it is sent to A.P. State Assembly. Seema Andhra leaders and C.M. want to start the process of bifurcation of the State after Telangana bill is passed in A.P. Assembly. Since the number of MLAs from Seema Andhra are in majority in State Assembly, it is not possible to pass the bill. In such a situation, the Central Govt. wants to complete the process of formation of Telangana without the assent from A.P. Assembly.
Mr. Sushil Kumar Shinde, had met the President when he was called to explain the objections raised by C.M. of A.P. It is said that on 17th September 1948, the then Home Minister, Sardar Vallabh Bhai Patel had sent Congress leader, Mr. K. M. Munshi to assess the situation of Hyderabad before its merger into Indian Union. In the same manner, after 65 years, President of India Mr. Pranab Mukherjee arrived in Hyderabad to take stock of the latest political situation. His meetings with various political leaders indicate that he has reviewed the political situation of the State. Soon after the presentation of Telangana bill in Parliament, it becomes the property of Parliament. In a sense, Parliament means Lok Sabha, Rajya Sabha and the President.
Soon after the arrival of President of India in Hyderabad, Mr. Kiran Kumar Reddy, Mr. Jagan Mohan Reddy and TDP leaders had met the President and presented their views. The widow of late Mr. N.T. Rama Rao, Ms. Lakshmi Parvathi also met the President. It remains to be seen what instructions the President gives to the Central Govt. for the bifurcation A.P. State.
