Hyderabad, September 17: Telugu Desam Party president N. Chandrababu Naidu has demanded withdrawal of the Government Orders issued recently bringing road and drainage works in villages into the National Rural Employment Guarantee Programme (NREGP) fold terming them as “illegal and unconstitutional”.
In his first letter to the new Chief Minister, K. Rosaiah, the TDP president said, GOs 271, 272, 274 and 238 issued on September 8 would undermine the democratically elected Panchayat Raj and local bodies and their representatives. Though the inclusion of works was welcome there were several objectionable provisions in the GOs. These include powers given to the in-charge Ministers to approve works identified and decided in the mandal and Zilla Parishad meetings and to nominate three persons to the Indiramma committees and removal of MPTCs from these committees.
Mr. Naidu wanted the government to allot 50 per cent of the NREGP funds to panchayats, 30 per cent to mandal parishads and 20 per cent to Zilla Parishads and involve sarpanches, MPTCs and ZPTCs in taking up road and drainage works.
