Hyderabad: Sudhir Commission of Enquiry has expressed concern over under-representation of Muslims in government jobs. Besides it has identified the problem of non-utilisation of minority budget. The Commission of enquiry headed by G Sudhir retd IAS officer clarified in its report that during Nizam’s period, Muslims had a key role in employment but after the merger of Hyderabad in Indian Union their contribution started declining.
Commission felt that Muslim population is 12.68 pc but their participation in employment is very less. It also expressed concern over low representation of Muslims in Administrative Services. Out of the 340 Administrative Service officers only 2.94 pc are Muslims. Out of 163 IAS officers only 5 are Muslims, among 112 IPS officers only 2 are Muslims, while out of 65 IFS officers only 2 are Muslims. Commission recommended that measures to fill the gap should be taken.
In its report Sudhir Commission identified that number of Muslim are very less on key posts, while their number is high on low level jobs. This situation is disappointing, the commission observed. 56.57 pc Muslims are IV class employees, 1.43 pc Muslims hold gazetted officers post, while the remaining 42 pc are on non-gazetted posts.
The Commission recommended that the government should fill the gap and take help of reservations if need arises. It also lamented that although the minority budget is hiked year after year yet its disbursal is disappointing. Out of the 1034 Cr budget of 2014-15 just 26.3 pc was utilised. Just 31.6 pc was spent from 2015-16 budgt. Commission also proposed separate sub plan for Muslims. It stressed the need for effective implementation of schemes like fee-reimbursement, pre-matric and post matric scholarship.
