Hyderabad, February 17: The 45-day budget session of State Legislative Assembly beginning from Thursday might turn into a stormy affair in the wake of political flux and the raging Telangana imbroglio.
The budget session of the Legislature will commence with the Governor, Mr E. S. L. Narasimhan, addressing the joint sitting of the members of both Assembly and Council and it might start on a noisy note and uproarious scenes as the Telangana Rashtra Samithi, spearheading the Telangana movement, had already announced to obstruct the Governor’s address.
As a matter of fact, the budget session would be a litmus test for the Kiran Kumar Reddy government in facing the onslaught by the combined opposition which is planning to train all the guns at its disposal to corner the ruling party with regard various problems confronting the State and the people. All the Opposition parties are gearing up to unleash a united attack in the House to embarrass the government on important issues like the tuition fee reimbursement, Krishna Water Dispute Tribunal’s verdict and the farmers’ issues.
The TRS, championing the cause of Telangana statehood has already chalked out its plan of action to stall the proceedings of the House on the separate Telangana statehood. All eyes would be focused on the role of the Congress legislators and Ministers hailing from the Telangana region if the TRS tries to bring a stalemate in the proceedings of the House on the separate statehood issue.
Though the Congress is upbeat after the merger deal with the PRP, it is to be seen whether Mr Chiranjeevi and his MLAs come to the rescue of the government on the Telangana issue considering the fact that their stance has been for a united State. Moreover, two PRP members have already aligned themselves with Mr Y. S. Jagan Mohan Reddy. Thus, it would be interesting to see what these two PRP legislators along with other Jagan loyalists in the ruling party would play.
One question that is uppermost in the minds of political circles is whether the TRS, which has threatened to move a no-confidence motion against the Kiran Kumar Reddy government would go ahead with the move despite not having sufficient strength in the House for tabling the motion. Even the role of the Telugu Desam MLAs belonging to the Telangana region would be keenly watched on the contentious issue. Will they extend support to the TRS in providing the needed strength for tabling the no-confidence motion, is the big question.
Keeping in view the law and order situation in the wake of the prevailing volatile atmosphere on the Telangana issue and the non-cooperation movement commencing from Thursday in response to the call given by the TRS and Telangana JAC, the police made elaborate and tight security arrangements in and outside the legislature premises virtually turning the precincts into a police fortress.
