The second meeting of the State Council for development of Scheduled Castes and Scheduled Tribes which met under the Chairmanship of the Chief Minister N Kiran Kumar Reddy today approved SC sub plan (SCSP) proposals worth Rs.8429.67 crs and ST sub plan (STSP) proposals worth Rs.5503.08 crs for 2013-14. This pertains to 43 departments under ST sub plan and 26 departments under SC sub plan.
The Chief Minister directed the officials to frame guidelines and issue administrative sanction and also G.Os at the earliest and if possible by month end. He also wanted that work should be completed on a mission mode with definite milestones.
The works pertain to various departments of the State Government like Social Welfare, Rural Development, Housing, Agriculture, Rajiv Vidya Mission, SERP, TRANSCO, Health & Family Welfare, School Education, Horticulture, Industries, Panchayat Raj, Animal Husbandry, Transport, IT&C, Fisheries, LIDCAP, Employment & Training, Irrigation, Housing, Indiramma Vidya Nilayam, Bangaru Talli, Indiramma Kalalu etc.
The meeting was attended by Ministers Pithani Satyanarayana, P Balaraju, Anam Ramnarayan Reddy, M Maheedhar Reddy, S Vijayarama Raju, Smt Sunitha Laxma Reddy, Uttam Kumar Reddy, Sailajanath, Kodru Murali and Manikya Varaprasad; Chief Secretary P K Mohanty, Special Chief Secretaries, Principal Secretaries, Secretaries and other all top officials.
The Chief Minister directed that a Group I Officer should be appointed in each district to constantly monitor and complete the programmes right on schedule. He also wanted that monitoring committees to be constituted immediately. He said that structure should be in place to ensure speedy implementation of all the proposals. He said that poorest of the poor should be given priority and they should be issued ration cards without delay.
Regarding houses to be built for the SCs and STs, the Chief Minister said that one activist be appointed to oversee construction and completion of the houses. He also wanted correct data to be collected about the SCs and STs in the State and a comprehensive data base created in this regard. He said evaluation of the works should be done by a third party. The Chief Minister asked the officials to take up construction of individual toilets on top priority. He said the case of Chenchus and Yanadis in plain areas should also be taken up in the development programmes.
During the first meeting, the Chief Minister emphasised to make efforts to ensure that funds are spent as per gap identified/analysis of poverty studies as well as impact of existing schemes. Officials said that analysis of poorest of poor survey for 9.8 lakh families in 619 mandals carried out by the SERP is being utilised for gaps identification. SERP and MEPMA to complete the balance survey in next four months for rural and urban areas respectively convert the data into implementable action plan. Census 2011 data analysed for gap identification. As per the 2011 census, there are 36,71,634 SC households, 15,60,035 ST households in the State.
Officials said that rules have been drafted by the Tribal Welfare department for STSP. A committee to be constituted with Tribal Welfare, Social Welfare, Finance, Planning Departments and CESS for finalisation and approval by State Council. The proposals recommended by the Nodal Agencies under Indiramma Kalalu to the tune of Rs.857 crs under STSP and Rs.2,078.28 crs under SCSP are approved by the State Council. (INN)
