Two days after Andhra Pradesh Chief Minister N. Kiran Kumar Reddy submitted his resignation, government chief whip Gandra Venkata Ramana Reddy has labelled him anti-Telangana over the way the former diverted his discretionary funds under Special Development Funds (SDF) for 2013-14.
Mr Gandra Reddy produced a copy of G.O. Rt No 170 released by the Planning (VII) Department dated 10-02- 2014 to the correspondents in the city that showed that Mr Kiran Kumar Reddy had diverted Rs.9,733 lakh out of Rs.11,101.78 lakh SDFs to 13 Seemandhra districts while leaving a meagre Rs.1,368.66 for Telangana districts.
The G.O. was released in the name of the Governor of Andhra Pradesh by S.P Tucker, special Chief Secretary to the government. Five districts in Telangana, namely Mahbubnagar, Nizamabad, Warangal, Medak and Nalgonda, shared Rs. l ,36t66 lakh worth SDFs released by Mr Kiran Kumar Reddy for 2013-14, leaving out the remaining Telangana districts.
The top 10 Seemandra districts gaining the most from SDFs were East Godavari (Rs. 1,550 lakh), followed by Chittoor (Rs.1,137 lakh), YSR Kadapa (Rs.1,025 lakh), Krishna (Rs. 1,009 lakh), SPSR Nellore (RS. 990 lakh), Kurnool (Rs. 748 lakh), Guntur (Rs.745 lakh), West Godavari (Rs 728 lakh), Prakasam (Rs 600 lakh) and Vishakapatnam (Rs. 498 lakh).
Whereas the SDFs for the same period for Telangana districts was topped by Mahbubnagar (Rs.532 lakh) followed by Medak (Rs.420 lakh), Nalgonda (Rs.180 lakh), Warangal (Rs.141 lakh) and Nizamabad Rs.90 lakh).
It is interesting to note that a break-up of constituency wise allocations for the Rs.1,368.66 lakh-worth SDF in the five Telangana districts show that Mr Kiran Kumar Reddy sanctioned the lion’s share of Rs.220 lakh to Sangareddy Assembly constituency represented by government whip Mr Turpu Jayaprakash (Jagga) Reddy.
“Even I could not convince the outgoing CM to allocate a single rupee under SDF for my own Bhupalpally constituency. From Telangana region Mr Kiran Kumar Reddy released the maximum funds for Jagga Reddy’s constituency” he said.
Even in the case of allocation of Special Component Plan for Scheduled Castes, the G.O. says, Seemandra districts received the maximum share of the Rs.2,608.71 lakh for 2013-14-Five Telangana districts be given only Rs.277 lakh.
