“If there was vigilance then the blast would not have occurred. It is difficult to say who is behind the bomb blast until a thorough investigation is conducted. However, who so ever has undertaken this attack, has done with the intention of targeting a particular community as they attacked a religious place and the laxity shown on the part of the govt indicates that they are attitude towards that particular community is not very right,” said Bajpai.
