Rosaiah sets 6-point agenda for governance

Hyderabad, January 18: In his continuing efforts to get a grip over administration, Chief Minister K Rosaiah will review the progress of welfare and development schemes at the two-day collectors’ conference beginning here on January 20.

In a prelude to the conference, the Chief Minister has set out a six-point agenda for the collectors on providing good governance and make official machinery work effectively.

The Chief Minister, at an informal meeting with Chief Secretary S V Prasad and a few officials of the CMO gave the contours of the six-point charter for the collectors and wanted the Chief Secretary work on them in detail.

The six points are: progress of welfare schemes of the Government, auality and promptness of the delivery mechanism, transparency in implementation of the schemes, responsiveness to public concerns and needs, ability to coordinate with respective departments and people’s representatives and response to issues concerning the vulnerable sections of society including the SCs, SCs, STs, BCs, minorities, women and the disabled.

The Chief Minister also spoke to Revenue Minister Dharmana Prasada Rao, who was away in Srikakulam district, over phone, and asked him to take the initiative to discuss the agenda with him for making the conference fruitful.

Rosaiah said the Chief Secretary and the CMO would have an overall supervision of the implementation of the sixpoint agenda. At the same time, the Government would strictly review the performances of the Collectors from time to time based on these parameters.

“We cannot wait for things to settle down and shape up. On the other hand we have to shape up things instantly responding to people’s problems and issues,” Rosaiah said.

The Chief Minister wanted the Collectors and top official machinery in the districts to move on to the field, rather than confining themselves to official chambers. The Collectors should invariably visit villages and municipal wards on a regular basis. They should have a separate mechanism to get proper feedback on whether the fruits of all the welfare programmes were reaching the real beneficiaries. He suggested that any official, including the Collector, could approach him directly to discuss important public issues on any day.

The Chief Minister emphasised that the collectors, who were also district magistrates, should ensure effective maintenance of law and order without any fear or favour. “Peace is the key factor for progress and prosperity and hence there is no compromise on the law and order front. The Collectors should instill a sense of confidence in the minds of poorer sections of the society,” he said.

Rosaiah said he would be attending the Chief Ministers’ conference convened by Prime Minister Manmohan Singh on prices of essential commodities in New Delhi on January 27. He said that the Collectors in coordination with vigilance department should continuously monitor the price situation and should take stringent action against black-marketers.
