On the question of adjournment of A.P. State Assembly and Council, a situation of rift between Mr. N.Kiran Kumar Reddy and Legislative Affairs Minister, Mr. D. Sridhar Babu. It is reported that C.M.O. sent a note to Secretary of A.P. State Assembly recommending for the adjournment of A.P. Assembly and Council and to send this proposal to the Governor. Since Mr. Sridhar Babu belongs to Telangana region he withheld this letter with him without sending it to Governor. The C.M.O. is pressurizing him to send this file to the Governor. Sensing the apprehensions of putting hurdles in the way of formation of separate Telangana State, Mr. Sridhar Babu is avoiding sending the file to the Governor. The C.M. and Seema Andhra leaders want that Assembly Session to be adjourned “Sine Die” so that the draft Telangana bill could not be presented in the Assembly. It is expected that Central Cabinet will finalize the draft Telangana bill in its meeting scheduled to be held on 27th November. It will then be send to President of India. He in turn, will send it to State Assembly for eliciting its opinion and as per rules he would determine the time frame for discussions and for offering opinion. C.M. and Seema Andhra leaders are against convening the Assembly session by the end of Parliament session so that the process of bifurcation of the State could be stopped.
On this issue pressure is also mounting on the Speaker of the Assembly, Mr. N. Manohar to make an effort to adjourn Assembly Session. It will be difficult for C.M. and Seema Andhra leaders to send the file to Governor. It is reported that C.M.O. sought information from the Secretary of State Legislature who said that the file is pending with the minister of legislative affairs.
In the meanwhile, Dy. C.M. Mr. Raja Narasimha and Panchayath Raj Minister, Mr. K. Jana Reddy have severely opposed such attempts. Even if Assembly gives its opinion against the formation of separate Telangana State it is bound to discuss the issue in the Assembly session.
