Govt. of Maharashtra has given cash awards to 26 police officers responsible for investigations of Mumbai Bomb Blast occurred on 26/11. A sum of Rs. 6.58 lakhs was spent for awards.
The demand for impartial investigations of the case still remains to be fulfilled. This award is being given to the investigating officers for filing charge sheet containing 11,750 pages within 90 days. Once can imagine, how much labour and hard work must have gone in preparation of this report. It is possible that this report might not have been read thoroughly.
According to Govt. rules a Govt. employee can’t be given a cash award which exceeds his pay.
Although the culprit of 26/11 Bomb Blast, Mr. Ajmal Kasab has been hanged but the truth has not yet been disclosed. It still has a veil on it.
Dr. Syed Qasim Rasool Ilyas, National General Secretary of Welfare Party of India obtained this information from the Department of Home Affairs of Govt. of Maharashtra.
Was there any investigation team, Committee or Commission? If there is one, give the details of its members with their designations and also furnish a copy of the report submitted to Govt. of Maharashtra.
He also sought information about the persons arrested by Anti-Terrorist Squat (ATS). Their names and the section of the penal code under which act they have been arrested? How many court cases are pending in various courts.
In response to RTI question, Govt. of Maharashtra, Dept. of Home Affairs stated that according to Govt. Order No. GAD.GR.No.Raasua2008/CR.34/29-A a high level enquiry committee was constituted under the chairmanship of former Governor Arunachal Pradesh and Former Home Secretary, GOI Mr. R.D. Pradhan on 30th December 2008.
This committee submitted its report to Govt. of Maharashtra on 18th April 2008. Not only this, the Police Commissioner of Maharashtra office said that so far, Faheem Arshad Mohammed Yousuf Ansari, Sabahuddin Ahmed Shabber Ahmed Shaik and Syed Zabeehuddin alias Abu Jundal have been arrested. Sections 343, 364, 325, 326, 367, 302(B), 120, 333, 122(A), 121, 427, 419, 332, 353, 506, 468, 474, 471, 465, 397, & 435 have been imposed on these three accused persons.
In a response to RTI question, it was also stated that the court exonerated Faheem Arshad Mohammed Yousuf Ansari and Sabahuddin Ahmed Shaik. A charge sheet has been filed against Syed Zabeehuddin alias Abu Jundal on 15th October 2012. In its report, it has been mentioned that he had 270 AK 47 rifles but they were not used. On the night of 26/11 when this incident occurred, there was no coordination between police personnel.
The information system of police was totally collapsed not only this, the committee has also questioned the role of ATS that it didn’t act smart at the time of crisis. Govt. of Maharashtra should indicate what action has been taken on this report?
It may be noted that during the attack, ATS Chief, Mr. Hemanth Karkare, an IPS officer Mr. Ashok Kamte and Encounter Specialist, Mr. Vijay Saliskar were killed simultaneously in one police van. After this incident, 17 police constables were killed in collision with the terrorists at various places in Mumbai. More than 170 citizens had lost their lives.
There were many secret reports that Lashkar-e-Tayyeba is preparing to send its terrorist commandos to Mumbai. However, there were lapses in security arrangements. Why was this? That in the largest terrorist attack of the country, then Mumbai Police Commissioner Mr. Hasan Ghafoor had stated that he had asked some police officers to tackle some terrorists on the night of 26/11 but some police officers did not show any interest in going to the spot. According to Mr. Hasan Ghafoor’s statement these police officers were: L. Prasad, Denan Bharathi, Venkatesham and Parambeer Singh.
The question arises why was no action taken against these police officers? The strange thing is that the police officers against whom Mr. Hasan Ghafoor had alleged, were given promotion.
Prasad has been made Intelligence Chief of the State, whereas Parambeer Singh has been made Inspector General of Konkan which is an area surrounded by Sea. Not only this, Ram Pradhan Committee had made Mr. Hasan Gahfoor responsible for failure of police administration on that night.
After this incident, Mr. Hasan Ghafoor was removed from the post of Commissioner of Police of Mumbai and he was made Director General of Police.
Additional Commissioner of Police, Mr. Ashok Kamte had also questioned this report. It has been mentioned in the report that no police can tackle such an incident of terrorist attack. On this Vineeltha had said that why should we trust the police then? When police is not protecting its own officials, how can it protect the common man? Pradhan Committee is report also shows that there are 40,000 police officials in Mumbai.
Out of which 16-17 thousand police officials are on special duty. Only 24 thousand police personnel are deputed in police stations who work in two shifts. It means only 12 thousand policemen take care of law and order. Out of this, 2 thousand policemen remain always on leave.
You can now take stock of the law and order situation of Mumbai city. In such circumstances it is imperative that a high level impartial enquiry committee is needed so that the entire truth is exposed and also such on unpleasant incident should not occur.
