The proposal for Rayala- Telangana floated by the Central Govt. has created panic among the leaders of Telangana and Seema Andhra. Instead of forming Telangana with 10 districts, Central Govt. proposed to include Kurnool and Anantapur to form Rayala Telangana. Some Congress leaders have also given their consent for this proposal. It may be noted that CWC had passed the resolution to form Telangana with 10 districts only. The GoM has not yet finalized its report. In such a situation, floating Rayala Telangana proposal seems to be a strategy of Congress High Command. Sources close to Congress revealed that the proposal of Rayala Telangana is to minimize the political influence of TRS in Telangana and TDP in Andhra region. Congress mooted this proposal soon after the refusal of TRS to merge it into Congress. If Rayala Telangana is formed, Lok Sabha and Assembly seats would be equal in both the States. At Present Telangana has 17 MPs and 119 MLAs. If Anantapur and Kurnool are included in Telangana there will be 21 MP seats and 147 MLA seats.
Sources close to Congress revealed that by this strategy Congress wants to gain power in both the states smoothly since there is no TRS in Kurnool and Anantapur. Congress can get more seats in these two districts which will be helpful to form Govt. This will weaken the status of TDP also. High Command hopes that it will forge an alliance with Mr. Jagan Mohan Reddy. By presenting Rayala Telangana proposal, Congress wants to kill two birds with one bullet. It is also said that with this proposal Congress wants to force TRS to merge it. TRS is hopeful about forming Govt. on its own in Telangana. Congress leaders are demanding to merge Kurnool and Anantapur in Telangana right from the beginning. In case, Rayala Telangana is proposed , Congress may not get the support of BJP in Parliament to pass Telangana bill. Congress is awaiting the response of the people of Telangana and TRS. It is also said that if two out of four Rayala Seema districts are not included in Telangana, a movement to form separate Rayalaseema State might emerge. It is difficult to guess the intention of Congress.
