The Odisha state human rights commission while adjudicating a police excess case had directed the state police to pay Rs.50,000 to the victim and the money was handed over to him by the police Officers of the Sadar police station here yesterday. One Balaram Maharana of Mangalaghat area of the city while returning to his home late in the night on May 14 last was rounded up by sub inspector Srikant Tripathy heading the mobile police patrol party of the Sadar police station and was mercilessly bitten up. He was later brought to the police station and again assaulted. When he became unconscious two policemen took him to the district head quarters hospital and left him there and returned.
The victim sustained severe injuries. His mother approached the police officer who asked her to look in the hospital.
She found Balaram lying in the Varandah of the hospital. Balaram was rushed to a private rushing home at Bhubaneswar where he was operated. He had to stay in the hospital for months. The matter was reported in the media and the state human rights commission took cognizance of the report and initiated a case. After perusing the records the commission found that Balaram was illegally detained and bitten up seriously. UNI
