People are the real bosses, and we should strive to serve them–CM

Hyderabad, January 10: Chief Minister N Kiran Kumar Reddy today asked the Chief Secretary Mr. S.V. Prasad to ensure that his goal of putting the State on fast track and achieving the cherished twin objective of balanced, total welfare and development of all the regions in the State is achieved at any cost.

“You are an experienced and dedicated officer. You have a committed team of efficient and senior Secretaries at your disposal. With your guidance and constant monitoring of all welfare and development activities, I am confident that we can achieve desired results”, the Chief Minister told the Chief Secretary.

The Chief Minister was discussing with the Chief Secretary on the follow-up measures to be taken after his meeting with the Secretaries and HoDs very recently.

Mr. N Kiran Kumar Reddy categorically made his priorities and thrust areas clear to the Chief Secretary and said he wanted the top level functionaries to take all decisions and strategies forward and ensure that Andhra Pradesh attain a coveted position in the country. He told the Chief Secretary that his ultimate aim is to provide a clean, transparent, responsible and responsive administration. The Chief Minister reiterated his thrust areas as effective delivery mechanism, quick disposal of files and efficient coordination among the departments to provide good governance.

The Chief Minister said “We have many innovative welfare programmes for the poor and socially and economically deprived sections. We are spending thousands of crores of rupees towards Aarogyasri, Fee reimbursement, subsidised rice, free power for farmers, pensions for old aged, disabled and widows. We are also spending huge funds towards pavala vaddi, input subsidy, interest waiver, Abhayahastham schemes through which we are ensuring minimum pension to women SHG members above 60 years of age and scores of other such programmes. But what I want is that the benefits of these programmes i.e. each rupee we are spending should and must reach the targeted genuine beneficiary”.

The chief minister directed the chief secretary to present progress report of all the schemes and programs implementation once in a month so that steps could be initiated for plugging the loop holes, if any. “Our performance should be in consonance with the promises we made to the people. We must see that every programme and project should be taken up and completed in a time bound manner and with set clear milestones”, he said.

The Chief Minister also told the Chief Secretary to interact with the Special Chief Secretaries, Principal Secretaries, Secretaries and other officials frequently and discuss and resolve if there are any constraints in the implementation of the schemes. “There should be no red- tapism and pendency of decisions “he said. “The files should move automatically. There should be no stagnation of files at any level. Delay of file by any single officer will affect the delivery of fruits of government schemes and programs to people”, he said.

The Chief Secretary assured the Chief Minister that the State Bureaucracy as a team performed excellently in spite of impediments and constraints. The CS said the bureaucracy did well in policy formulation and programme implementation. “We tapped the biggest chunk of funds from the Government of India for programmes like NREGA and JNNURM etc. and other external financial agencies and we will continue to do so. He also assured the Chief Minister that the State administration will rise to his expectations and maintain absolute transparency in the functioning of the government.

In his concluding remarks of the review with the chief secretary, the Chief Minister said that ultimately people are the real bosses and we are all in the government to serve them to the best of capacities and capabilities.
