The State government has constituted committees for each of the Financial Management Modules – Budget Management, Expenditure, Revenue, Accounts Management, Debt and Investment Management, Ways and Means and Technology Working Group — to ensure extensive and intensive participation of all stakeholders at all stages of Comprehensive Financial Management System (CFMS) operationalisation.
The government has spearheaded several IT initiatives in the past two decades in order to cater to their day-to-day financial operations. With a view to expand its IT operations for effective Public Finance Management, it has decided to introduce a Comprehensive Financial Management System (CFMS) for providing seamless interface with all stakeholders and for establishing an efficient mechanism of electronic information sharing with external stakeholders, especially in Budgeting and Accounting processes, which will increase efficiency in financial transactions, transparency in operations, thus facilitating effective control and accountability at all levels.
