Pact on Crime and Criminal Tracking & Network System) Signed

An agreement between AP Police and Tata Consultancy Services (TCS) was signed on Saturday for implementation of the CCTNS (Crime and Criminal Tracking & Network System)project in the State. Messrs TCS were the successful bidder after an open tender process. Ravi Gupta, IGP PCS&S from AP Police and Tanmay Chakrabarty, VP and Global Head of Government Industry Solution Unit from TCS signed the agreement at Police Headquarters.

Crime and Criminal Tracking & Network System is a Mission Mode Project under National e-governance Plan of Government of India to be implemented at an estimated cost of Rs 2,000 crores under the XI Five Year Plan.
Ravi Gupta, Inspector General of Police, Police Computer Services & Standardization, Hyderabad has stated that the aim of the project is to improve connectivity and increase the crime fighting capabilities of the Police.

It will facilitate collection, storage, retrieval, analysis, transfer and sharing of data and information at the police station and between the police station, district and the State Headquarters and the Central Police Organisations.

He has stated that Andhra Pradesh has been identified as an “Advanced” State by Union Home Ministry for implementation of IT initiative e-Computerised Operations of Police Services “eCOPS” in AP Police.

eCOPS project is an IT initiative of AP Police where in all the Police Stations, Circles, Subdivisions and District/City Police Hqrs are connected to Police Hqrs in real time and use the applications hosted in AP Police Intranet Portal. Implemented in 2003, it had won the National Award for best eGovernance Initiative at National Level. Presently all FIRs are being issued online in real-time across the State.

Also a number of reports are being generated through this system thereby reducing the drudgery of manual record keeping at all levels.

Under CCTNS project, the existing software of eCOPS will be enhanced to “Enterprise eCOPS” and integrated with the software being developed by MHA at Central level. Enterprise eCOPS will be the collection of several services going to be developed for the use of both the department and citizens.

The existing connectivity will be upgraded to connect each and every police unit from Police Station, Circle, Sub Division, District, Commissionerate level and State Police Hqrs to National Hqrs. for fast and easy data sharing about Crime and Criminals at State and National Level between Police and other agencies/Govt. departments.
Police functioning would be made citizen friendly and transparent by automating the functioning of Police Stations. Investigating officers will have tools, technology and information to facilitate investigation of crime and detection of criminals through effective usage of IT. It will also help in tracking progress of cases at ground level and in Courts and help in speedy disposals.

The Andhra Pradesh Police have been sanctioned Rs 109.84 crores for implementing the CCTNS project by Union Home Ministry. The project consists of two phases – Pilot Phase which will be go-live in 52 weeks in pilot districts and the final go-live in the State after 10 weeks of Pilot. The total duration of the project is five years after successful go-live of the project in all districts.

DGP V. Dinesh Reddy is the Chairman of the State Empowered Committee which will oversee the implementation of the project in AP. The other members are: S.V. Ramana Murthy, ADG CID, S. Gopal Reddy, ADG Technical Services, T. Krishna Prasad, ADG (P & L), P. Ravi Prasad Rao, JD, IT&C Deptt. and representatives of NCRB/NIC. Ravi Gupta is the Nodal Officer of the project on behalf of AP Police and the project will be implemented by the Police Computer Services wing of AP Police. (NSS)
