OUTA condemns allotment of campus lands to others

Hyderabad, January 18: Taking a serious view of the Osmania University lands being allotted to various organisations, including Metro Rail project, the Osmania University Teachers’ Association members on Monday staged a dharna in front of the Administrative building on the campus. The OUTA leaders said that the act of giving away precious lands was totally against the resolution passed by the Syndicate on December 26, 1986 as well as the report of the Justice O Chinnappa Reddy Committee.

The OUTA president, Prof. B Satyanarayana, citing the observation of Mr Justice Chinnappa Reddy, said that the availability of a large extent of land within the OU limits seems to have attracted the attention of all who were demanding allotment of land for one purpose or the other. He also said that the university authorities should not fritter away the land of the university which has been so generously and wisely placed at their disposal by the founders of the university who envisaged the growth of the university activities in several directions. “It is not for the university authorities to provide land for the expansion of institutions located around the campus ignoring the possible future requirements for its own expansion”, he said.

Quoting the recommendations of the Justice Chinnappa Reddy Committee, Prof. Satyanarayana said that the land of the university should not be alienated. He demanded that the Syndicate resolution of December 26, 1986 should be strictly adhered to and the applications for allotment of land on the campus be rejected outright.

Referring to GO Ms No 14, dated February 20, 2010, which provides for the fixation of the pay for the teachers retired after January 1, 2006 and the subsequent clarification dated July 6, 2010, providing for re-fixation of pensions, Prof. Satyanarayana alleged that no action has been taken by the authorities. He demanded that the Vice-Chancellor implement the GO.

Quoting a direction from the Union Ministry of Human Resources Development which stated that the Head of an Autonomous Institution should not make appointments three months before the end of his or her term of office, Prof. Satyanarayana alleged that contrary to this direction, the present incumbent, Prof. T. Tirupathi Rao was making appointments even a month before laying down office. Condemning the action of VC, the OUTA demanded that he not make any appointments and withdraw the appointments already made in violation of MHRD directions.

Welcoming the decision of the University authorities to conduct PG and MCA examinations from January 20, Prof. Satyanarayana appealed to the students to appear for the examinations and save the academic year. He also appealed to the Vice-Chancellor to supervise the conduct of the examinations and boost the morale of the officials who were drafted for the examination work.

Prof. Satyanarayana also alleged that Prof. Tirupati Rao was not attending to the office. As a result, the administration has come to a standstill and the pending files are being piled up. He also alleged that the VC was clearing some files which were beneficial to him from his private residence.
