Job Description:
Role Purpose:
Support Tender Committee in pursuing its roles and responsibilities in all tendering-related activities; and ensure that established guidelines, procedures, and processes are followed. Monitors and evaluates the overall effectiveness of the tendering function and, as applicable, recommends to the Tender Committee
upgrades or modifications to the procedures, make-up, and/or strategic direction of the procurement function.
Key Accountabilities and Activities:
·Review and validate the tender documentation to
ensure compliance with the approved tendering policy, procedures and manuals;
·Evaluate the proposed assessment criteria, ranking, evaluation panel and methodology both technical and financial;
·Provide advice to tender document owners if any for correction;
·Identify, analyze and report commercial, financial and commercial risk.
·Provide guidelines to procurement on choosing the appropriate procurement tools and procedures based on their procurement needs;
·Advise on interpretation of procurement policy, providing expert advice and guidance to Tender Committee;
·Advise on the establishment of an e-Tendering to advice on policy initiatives relating to the architecture and design of e-procurement.
·Develop and recommend efficiencies, standardized tools, practices and procedures optimization;
·Recommend the delivery of innovation and cost
reduction to the business through contributing to the establishment of best practice tendering including commercial terms, supplier relationship management, process efficiency /compliance and benchmarking of best practice;
·Manage the provision of policy and program
implementation in relation to procurement and performance management information including risk analysis and evaluation of policy and programs on
behalf of the Tender Committee;
·Contribute to the development of a suite of
procurement policies and procedures to support the wider business.
·Contribute to the arrangement of budgetary of the organization in relation to tendering function;
·Maintain and review procurement policies on a
regular basis to ensure relevance and conformance with best practices and ensure compliance with best practice and the legislative framework;
·Prepare, compile and distribute a variety of reports including tender status, monthly summary
and related documents;
·Coordinate resolution of protests, claims, disputes and related issues; ensure that all responses comply with the standards and guidelines;
·Carry out any other duties as required to meet business needs;
·Maintain logs, records and files on all Tender Committee discussions, reviews, resolutions etc.
Skills:
·Deep knowledge in a senior procurement/ contract management/ supply chain management at a level of a functional expert in chosen category;
·Application of procurement best practices;
·Strong technical and analytical skills.
·Graduate degree with certification/Training in following areas:
o CPM or CPIM or similar procurement / supply chain management tertiary education
o Corporate governance
o Reviewing Legal agreements
o Telecommunications business management
o Finance for non-financial managers
· Expert: at least7 years of relevant experience
· Senior Expert: at least 8 years of relevant experience.
