Nepal’s president to visit India

Kathmandu, December 09: Nepal President Ram Baran Yadav will embark on a visit to India in Febrary, his first visit to another country during his two years in power. “The President has made up his mind to visit India in February after several rounds of talks with legal experts,” the Nagarik daily reported here today. The President was seeking advice from the legal experts about delegating his powers during his absence. Vice president Paramanand Jha is not attending office after he refused to take oath in Nepali even after the Supreme Court verdict in September. “The legal experts have suggested to President Yadav that the chief of one of the major state organs-legislative and judiciary- could be delegated as an acting head of state by issuing an ordinance,” the paper said quoting a legal expert present at the meeting. The Prime Minister cannot be delegated such authority as he is also the executive head of the country. Making him the head of the state would breach the principle of power separation, legal experts said.
