Muslims Representation to GoM on AP bifurcation

We, a non-political group of prominent Muslims of AP hereby express complete confidence in the wisdom of Govt of India and the Congress led UPA for the bifurcation of the Andhra Pradesh State to form a new State of Telangana and division of assets and liabilities and administrative structures.  However, we would like to place our concerns before the Hon’ble Group of Ministers to ensure that justice to Muslims is not only done but is also seen to be done.  
Therefore, we earnestly urge the GoM to involve and associate the community in the process of bifurcation.

Muslim concerns of the bifurcation of the State of Andhra Pradesh and Formation of a New State of Telangana. MANDATORY PROVISION FOR EQUITABLE STAKE IN GOVERNANCE IN BOTH THE STATES AS A RIGHT & NOT CHARITY

1.  Muslims must get representation on all committees and groups being formed for the bifurcation of assets & liabilities and administrative structures of the State of Andhra Pradesh from both parts of the undivided State i.e. the new State of Telangana and remnant parts of Andhra Pradesh to ensure Muslim interests are protected.

2.   Judicial Appointments, Nominated positions & council of Ministers: – Muslims must get rightful share proportionate to their population in judicial and all other discretionary appointments to the nominated positions (not restricted to Wakf Board & Urdu Academy), and in the Council of Ministers of the new of governments.

3. Administrative Empowerment: –

(a) Identification & notification of Focal & non-Focal posts in every Dept. Proportionate share in Focal Positions for Muslims; posting Muslim officers in cutting edge positions is a prerequisite for empowerment of the community (Jus Dalva Subramanian Commission).  

(b) Police: -Representation of Muslims is especially poor in Police & paramilitary forces which is a major cause of insecurity.  Special measures are neede to correct the imbalance by training, capacity building & other proactive actions to improve the intake.  

4.   Sub Plan for Muslims on the lines of SCs & STs (Special Component Plan & Tribal Sub Plan).
