MP CM Commends Departments for good Performance in 1st Quarter of Financial Year

Bhopal, August 03 (Pervez Bari): Madhya Pradesh Chief Minister Mr. Shivraj Singh Chouhan has commended the performances of most of the departments for doing well in terms of budget utilization and target achievement in the first quarter of the current financial year.

Chief Minister Mr. Chouhan was addressing a joint meeting of members of council of ministers, chief secretary, principal secretaries and secretaries at Mantralaya, the state secretariat, here on Tuesday.

Mr. Chouhan asked the principal secretaries and heads of departments to visit districts and assess the field level performance of their respective departments according to decided targets. He asked the ministers to assess the implementation of development schemes during their field visits. He said that intensive reviews of departments would be held in the month of October. Budget expenditure and timely decisions would be the main parameters for judging the performance. Efficacy of delivery systems would also be assessed. The performance of officials will be judged by field level performances of their respective departments. The officers with outstanding performance would be rewarded.

The Chief Minister gave instructions to hold weekly review of departments’ major programmes and schemes. Review of flagship schemes would be taken up separately, he added. He asked the officers to apprise him of the issues relating to finance department for speedy disposal. Stressing the need for making efforts to facilitate timely release of central funds under various centrally-sponsored schemes, Mr. Chouhan asked the heads of departments to affix display board showing targets. Annual tasks are well-defined for officials and should be monitored regularly, he added, saying that monthly diary should also be managed. There should be no delay in cadre management. He gave instructions to revenue earning departments for further improving their performances.

The Chief Minister said that achievement of 100 per cent target should be the main objective. Laxity at any level would not be tolerated, he added.

Commending the performance of departments and concerning ministers, Mr. Chouhan said that by end of the financial year, 100 percent achievement could be scored if current pace is maintained. Departments of Revenue, Home, and General Administration would be reviewed separately. He instructed departments to put in the cabinet only those issues concerning rules of business. The issues on which departments can take decisions independently should be decided without delay. A separate meeting would be held to resolve the issues relating to finance department.
