Govt. of Telangana has decided to enhance the budget of the Department of Minorities Welfare from Rs. 1037 crore to Rs. 1179 crore for the financial year 2015-16. The Department of Minorities Welfare proposed this budget in a meeting convened by Finance Minister, Mr. E. Rajender. Present in the meeting were, Mr. Syed Omer Jaleel, IAS, Special Secretary of the Department of Minorities Welfare, Mr. Mohammed Jalaluddin Akbar, IFS, Director of Minorities Welfare Department, Prof. S.A. Shukoor, MD of Minorities Finance Corporation. The members apprised the Finance Minister that there are difficulties in spending the amounts allocated in the budget. The Finance Minister replied that delay has been caused due to technical reasons. Govt. will ensure that the entire amount allocated in the next budget is utilized since Mr. KCR is very serious about the educational and economic development of Minorities. Finance Minister also agreed to the proposals of sanctioning additional staff in Minorities institutions, appointment of teachers in DIETs of Urdu medium, Residential Schools and Hostels in each district for minorities, regularization of temporary staff working in residential schools. The Finance Minister assured that budget will not be a hindrance in implementing developmental schemes. He advised the officials to propose new schemes in addition to the existing ones. He also told them to pay special attention on providing loans to Minorities and to release grants for cordoning graveyards and repair works of the mosques. He instructed them to give a detailed report about the shortage of staff in Minorities institutions. He assured that Government is sympathetic towards the employees who have been working temporarily for the past so many years. Government wants to do justice to them. He assured that he would talk to bankers to find out the reasons for delaying the loans. He stressed the need for offering job oriented professional courses in order to eradicate economic backwardness of minorities. He said that he is aware of the difficulties of Urdu medium schools and assured that Government will provide basic facilities in those schools. He agreed to do away with the reservations for SCs, STs and BCs in the recruitment of Urdu medium teachers. He also agreed to setup two Urdu medium residential schools for boys and girls in each district. Every school will have the capacity to admit 500 students. The officials of the Department of Minorities Welfare informed the Finance Minister about the shortage of teachers in 8 Urdu medium DIET Centers. The minister was given the details about Civil Service Coaching Program to minorities. He told them to implement this scheme without bothering about the budget. Mr. Rajender further told that some of the schemes could be included in green channel so that they need not wait for the release of budget from Finance Department.
