Minorities Commission calls for the explanation from police on seizure of big animals

Taking a serious note of the incidents of seizure of big animals on the occasion of Eid-ul-Azha, A.P. State Minorities Commission sought explanation from the Departments of Police and Animal Husbandry. It also instructed the Department of Police not to authorize anyone else except police officials to involve in extra constitutional activities in this connection.

Addressing a press conference yesterday, chairman of A.P. State Minorities Commission, Mr. Abid Rasool Khan told that commission has taken a serious note of the complaints of seizing big animals on the occasion of Edi-ul-Azha. Notices were issued to DGP and Prani Raksha Samithi mentioning that by stopping the transportation of big animals, rules and regulations are being violated. These activities are being run by a few communal elements and organizations instead of police officials. He clarified that police department has setup 15 check points in more than 5 zones to check such complaints. No organization or individuals should be allowed to take law in their hands and seize the animals. If any law is violated, they can inform the police. On receiving such complaints, police will take action. He told that for the past few days, communal elements are trying to disrupt the peaceful atmosphere of the city. No organization should be allowed to seize the animals. If they do so, police should take action against them.

The commission instructed the police officials that the animals seized should be kept in Govt. custody instead of keeping in Gowshalas maintained by private organizations. The photographs of the seized animals should also be kept so that these animals could be given back to their owners after a judicial proceedings and on payment of fines imposed on that. He further informed that after the holidays, proposals will be sent by the commission to the Govt. for amending certain ambiguous clauses of the act.

Mr. Abid Rasool Khan informed that the vice chairman of the commission, Mr. Surjeet Singh visited Adilabad yesterday where Municipal Authorities had dismantled the shops and houses thereby making the traders and the local residents houseless. He informed that the Municipality dismantled more thatn 3000 properties without giving notice and without payment of any compensation. The displaced persons have not been allotted alternate places. These properties were dismantled under the pretext that they were constructed on Govt. lands. It may be noted that these houses and shops were constructed more than 20-25 years ago. The residents of these houses were paying taxes regularly to the Municipality which had provided basic amenities also. He further informed that nearly more than 6000 habitations are likely to be affected by the actions proposed to be taken the local Municipality. Mr. Abid Rasool Khan told that most of the victims are Muslims. He also pointed out that any occupant who is in possession of any property for more than 12 years cannot be summarily dislodged in this manner. The occupant of such property is given compensation. It should be ensured that he gets alternate employment. District administration overlooked all these factors. The chairman said that he contacted district collector and commissioner of Municipality and pointed out that in this case discrimination has been done to the Muslim. The collector has assured to consider the rehabilitation of the victims. The commissioner of Municipality pleaded ignorance of the recently passed land acquisition bill by the Central Govt. He pointed out that there is a provision to take action against the officials who play mischief in such cases. He also informed that in a village due to the absence of Urdu Ghar and Marriage Hall the house was dismantled and everything was damaged.

Mr. Abid Rasool Khan told that Wakf Board gave the details of tenants of Nabi Khana Maulvi Akbar property. The rents of these malgis are Rs. 100 to 300 which are very less. There are 3 malgis which are vacant. Wakf Board has no information about the occupants of 16 malgis. He pointed out that Wakf Board did not take any action either to enhance the rents or change the tenants. Wakf Board was advised by the commission to put the three vacant malgis to auction. It should invite auction offers in the form of sealed tenders. The highest bidder who offers maximum amount of rent should be allotted these malgis. Muslim bidders should be given preference since the it is a wakf property. If a non- Muslim bidder offers the highest rent, the next Muslim bidder should be given an opportunity to accept the highest bid to become the tenant. He also advise the Wakf Board to treat the rents of these malgis the standard rents for other malgis. If the old tenants refuse to accept the current rent, action should be initiated for their eviction.

Mr. Abid Rasool Khan that on the intervention of Minorities commission, police has started such action in the case of the tenants of Idara Aneesul Ghuraba, Nampally. Action has been started against the officials who assaulted the students. A separate bank account has also been opened by this orphanage.
