Govt. of Telangana allocated Rs. 1105 crore for the department of Minorities Welfare. Based on the experience of last year, it cannot be hoped that the budget of the department would be fully utilized this year. Mr. KCR is holding this portfolio. He has not convened even a single review meeting during the past 10 months. There is no pressure on the official of the departments of Finance and Minorities Welfare for the implementation of welfare scheme for minorities. So far the budget of the department has not been released.
It may be noted that last year Rs. 1034 crore were allocated but the interesting is that Government had announced many new welfare schemes but only Rs. 250 crore could be spent. The remaining amount was returned to Finance Department unspent. The amounts of Rs. 9.6 crore for Jamia Nizamia and Rs. 5 crore for Ajmer Rubath have also been not released. A fresh G.O. has to be issued for revalidating these programs.
During the recently held budget session, Mr. KCR made several announcements for the welfare of Minorities. He also assured that he would convened a meeting of Public Representatives of Minorities but this has not been done so far. It is understood that the department of Minorities Welfare has prepared a note for the implementation of various welfare schemes but no action has been taken from CM’s office. The release of funds by the department of Finance is also creating problems for the department of Minorities welfare. Whenever any representation is made regarding the welfare of Minorities, the issue is referred to CMO since CM is holding this portfolio. Although Dy. CM Mr. Mahmood Ali convened a meeting of the Department of Minorities Welfare but the decisions taken in that meeting could not get the nod from the CM as a result of which all those decision have been proved futile exercises. So long as a meeting is not convened by the CM, there won’t be any pressure on Finance Department for the release of funds. CM has been making announcements and giving assurances about the welfare of Minorities but there is a need to show seriousness about the implementation of those schemes.
