Ministers are responsible for corruption: IAS Off Association

Hyderabad, February 05 (INN): The IAS officers on Saturday alleged that the Central Bureau of Investigation did not follow the rules in carrying out arrests of IAS officers in the scams.

Talking to reporters after the IAS Officers’ Association’s meeting here on Saturday evening, Association’s leaders said that the IAS officials alone have no powers to issue a GO or take any decision related to policy matters. Instead, he said that the ministers concerned should be held reponsible for the decisions that were taken in all the matters. Former Chief Secretary K Madhava Rao said that the CBI was not aware of the Business Rules and executed the arrests without having the basic knowledge of how a government department functions.

Madhava Rao, Prashanat Mahapatra and other representatives of the Association said while the IAS officials were being summoned to the CBI office for interrogation, the concerned ministers were being spared by the probing agency. They said, if at all some official was corrupt or indulged in irregularities, then the CBI has been showing activism against ‘small fish’ (IAS officer) than taking action against the ‘big fish’ (minister).

They said as per the code of conduct the first responsiblity for any irregularity falls on the concerned minister. Therefore, the CBI must restrain from taking action against the IAS officials without following the Business Rules.

However, the IAS officials denied that they were forming some kind of a trade union against the government or the CBI. They indicated that they might explore the legal options against the CBI for the recent arrests that they have made in different cases. (INN)
