Members of banned Manipuri outfit KCP arrested

A key member of the banned Manipuri outfit, Kangleipak Communist Party-Military Council (Lamjanba Khuman), was arrested in the capital and seven others, including a woman, were apprehended from Manipur in the past ten days, police said here today.

Khwairakpam Khogendro Singh, who took care of the outfit’s “revenue” through extortion and other illegal activities, was apprehended from near JNU on December 20 following which a joint operation in Manipur led to the arrest of seven others of the outfit, Sanjeev Yadav, Deputy Commissioner of Police (Special Cell), said.

The other arrested have been identified as Mangdenbam Bobby Singh (28), Khumanthem Babu Singh (37), Khumanthem
Chandramani Singh (36), Mayanglambam Naoba (21), Irengbam Bode Singh (30), Nongmeitei Shiv Chander (30) and a woman Koijam Ningol Radha Devi (37)Singh is allegedly involved in a number of abduction and extortion cases in Manipur and two of those persons abducted for ransom were rescued in an operation.

On the directions of Khuman, three associates of Singh had abducted two workers of a Railway construction company in Manipur on gunpoint. After the abduction, Singh had allegedly made ransom calls to the owner of the company for Rs 1.5 crore.

In a successful operation upon receiving technical assistance from the Special Cell, the Manipur police managed
to free the hostages from their captives in Manipur and two more accused persons were arrested,” Yadav said.

From the possession of Radha Devi, 35 demand letters signed by Lamyanba Khumman and Hirachnadra, another senior
leader of the outfit, have been recovered.

Milan and Saphaba had allegedly abducted two persons, who were employees of a Railway Construction Company along with Hirachandra and had kept them in confinement while staying in the camp of 30 AIR Assam Rifles.

They have been residing in this camp since the last 5-6 months along with the 70 other cadres of banned organisation KCP with Lalhaiba as their ‘local commander’.

After extortion, they along with Hirachandra had handed over the custody of two abducted persons to other persons as per the directions of Khuman. They are also holding a huge cache of AK series rifles which are yet to be recovered,” Yadav said.

Recently, the Manipur-based cadres of the outfit allegedly set off a bomb blast at the gate of government hospital at Moirang Lamkhai.

Asked about Singh, Yadav said Singh belongs to a respectable family in Manipur and his father is an excise
inspector.
