MCI angry on issue of clearance certificate to four medical colleges in TS

Hyderabad: Medical Council of India expressed surprise for issuing clearance certificate to four medical colleges to be established in Telangana State during the academic year 2016-17. It decided to seek clarification from the Principal Secretary of Medical and Health Dept. of Govt. of Telangana.

Medical Council of India decided to conduct a thorough scrutiny of the clearance certificate issued by Govt. of Telangana for setting up three medical colleges only in Medak District. It is understood that out of the three medical colleges, two are fake. It is presume that two ministers are behind it. MCI sought clarification from the Principal Secretary of Medical and Health Dept. of Govt. of Telangana in this regard. It also found the managements of RVM Charitable Trust (Medak) and Deesara Educational Society (Medak) responsible for violating Medical Colleges Establishment Act of 1999. The Council is of the opinion that the management of these two colleges have made a deliberate attempt to mislead the Council. An inspection report of these colleges was also presented in the meeting of MCI which states that basic amenities are not available in these colleges. Despite this, clearance certificate was issued by the State Govt. These colleges do not have attached hospitals. One of the colleges is declaring a vacant building as hospital whereas there are no beds available in the wards of that building. The other educational institution which declared a building as hospital is still under construction. In the third educational institution, there is only one doctor and there is not a single patient. The MBBS doctor is presenting himself as the MRO.

Despite these irregularities, Govt. of Telangana issued clearance certificates to these institutions for the establishment of medical colleges which has alerted MCI.

It may be noted that for the establishment a new medical college the management should have an attached hospital with 300 beds for patients and 80% patients should be under the treatment in the hospital. The application for the establishment of a new medical could only be submitted after running a hospital for three consecutive years.

MCI is of the opinion that the clearance certificates issued to these institutions are not genuine and it has decided to ensure a high level investigation.
