On the basis of a report along with a picture published in “Andhra Jyothi” Telugu Daily of February 22, on page 3 of the main edition, Lokayukta Justice B. Subhashan Reddy registered case suo motu and passed an order on February 22.
The Lokayukta observed,“I was dismayed to see a photograph of a woman being handled by a male police man holding her waist and also pushing her by his knee of a leg to drive her out at the protest made during hearing of objections regarding the proposals to increase electricity consumption charges at Visakhapatnam. The photograph clearly shows it was indecent and criminal act on the part of the police man and it is a clearest case of offence committed under Section-354 of the IPC.
The Lokayukta directed the Commissioner of Police of Visakhapatnam to inquire into this matter personally and submit his report by February 28. He also directed that a copy of his order be sent to the District Public Relations Officer, Visakhapatnam for publishing.
