Muslims in AP are being deprived of certain facilities due to ignorance of our lenders about Muslim issues. Bankers manipulate statistics and present the wrong picture of the financial assistance given to the Muslims. By doing so, they are misleading the Govt. officials. It is very tragic that they are not getting loans from the banks but their liabilities are on the increase.
According to the documents presented in the meeting of the bankers committee, Rs. 73,316 was fixed as target for sanctioning loans to Minorities. The banks have sanctioned 7.46% more than the target. Rs. 78.778 crore were distributed.
Prime Minister issued guidelines to all the banks to sanction loans to Minorities to the extent of 15%. As per this a target of Rs. 10,99,704 crore was fixed and as per the report Rs. 11,816.4 crore were to be disbursed. But no one knows how much money was sanctioned to Minorities.
In the review committee meeting of the bankers held under the chairmanship of Mr. N. Kiran Kumar Reddy, CM of AP an impression emerges that Rs. 12,124.31 were distributed to Minorities, it works out to be 15.3% of the disbursed amount of Rs. 73,776 and 16.5% of Rs. 73,316 and not 6.75.
In this way the false hood of the bankers gets proved. It has not been mentioned how much amount was disbursed last year but on pages 145 and 146 the details of loans given by each bank have been given. Here also, very cleverly, under the heading “Advances given to Minorities” details of advances are given but in the Rs. 12,124.31 are to be recovered from Minorities.
By going through the details given at page 223, the falsehood presented by the bankers gets exposed. The details furnished by the State Minorities Finance Corporation, reveal that banks have sanctioned only Rs. 10.23 crore for which Minorities Finance Corporation has provided margin money to the extent of Rs. 5.24 crore. The amount of Rs. 12,124 which is being shown as liabilities pertains to the money which is to be recovered from Minorities.
In the same way, according to the details presented by Christian’s Minorities Corporation a subsidy was given to the extent of Rs. 1.34 crore. If all these amounts are added, the total amount of subsidy works out to Rs. 16.61 crore but banks have claimed that they have granted crores of rupees to Minorities. It is possible that bankers might have sanctioned big loans to Minorities which have not been mentioned in the statement.
It is also possible that huge amounts might have been sanctioned to smaller Minorities like Passis, Budhists, Sikhs or Christians and all these loans given to Minorities. It is also possible that large amounts might have been sanctioned to the members of the majority committees and they have been taken as the loans given to Minorities.
It is, therefore, necessary for the State Govt. to investigate the reports of the bankers through investigate the reports of the bankers though intelligence agencies or Enforcement Director to expose the lies told by the bankers.
In this way, State Govt. may also release a white paper giving the details of the loans sanctioned to Minorities. The tragedy of the Muslims of AP is that there is non one to raise any voice on behalf of them. The minister of Minorities Welfare does not bother to invite the attention of the Govt. that the Muslims are being deprived of their legitimate right.
The peoples’ representatives also raise any voice against such irregularities. If the bankers sanction loans to Minorities continuously for three years on priority basis, Muslims are bound to rise above the poverty line.
The bankers’ committee has earmarked Rs. 1,10,945 crore for sanctioning loans during the current financial year 2012-13 out of which Rs. 82,367 could be allocated for Minorities. In this way more loan could be sanctioned. The loan amount allocated for Minorities is 35 times of the amount of Rs. 350 crore which has been provided in the budget for Minorities.
