Legislature to become paperless by year-end

Hyderabad, April 26: The Andhra Pradesh Legislature is set to become hi-tech with a series of Information Technology initiatives in the offing to make it paperless by the year-end.

Towards this end, all the bulletins are being transmitted to the members through SMS. The Assembly and Council members are already receiving information through SMS about appointment of committees, tour programmes and regular notices. All other communication is being sent through email, dispensing with the paper correspondence.

Nine-member panel

Deputy Speaker Nadendla Manohar has constituted a nine-member committee headed by first-time Congress MLA M. Rajesh Kumar, who quit his high profile job with a software company, to enter politics. He is assisted by eight MLAs including two women, who have sound IT background.

The committee is mandated to suggest measures to provide better IT facilities to the members and improve the Constituency Management Software (CMS) developed recently and also make the Legislature website more user-friendly.

All legislators were recently given a Sony Viao laptops and Samsung Galaxy tab. These computers would be loaded with CMS containing information about programmes being implemented in various constituencies.

Delivery system

“Information is made available in true format and quick response to a grievance would go a long way in serving the people better,” the Deputy Speaker told The Hindu on Monday. He hoped that the delivery system would improve tremendously now.

He said the proposed website would contain information in a very specific manner about opportunities available for the members to check status of questions and access previous debates. It would also contain biographic information and contact details of the members.

Previous debates from 1952 to latest session would be uploaded on the website in addition to all videos from 1996 onwards. Mr. Manohar pointed out that even in Parliament that barring the questions, none of the other proceedings had been digitised.
