Large number of IPS posts lying vacant in UP

Lucknow, July 01: Even when law and order is on top of the priority of Chief Minister Mayawati in Uttar Pradesh, the majority of the posts directly related to internal security of the state are lying vacant.

Not only this, out of 84 posts of IPS cadre which are lying vacant at present, a large number were created by Ms Mayawati herself to improve the policing and give security to the citizens.

The Chief Minister had expressed concern over rampant corruption in the police department and government offices. However, the two nodal agencies, Vigilance and Anti-Corruption Department, both remain without DG or ADG respectively.

In the Fire Department Directorate, the posts of ADG, IG, DIG etc all were lying vacant. Four posts of Director General rank, which also included CB CID, the specialised investigation wing, which ensures maximum conviction and proper handling of legal cases, and Vigilance Department to check corruption at top level, are lying vacant.

Interestingly, even when the government already made Departmental Promotion Committee(DPC) of 1975 batch IPS officers to promote them to DG rank, these posts were lying vacant.

If one goes by the record of ”Karmik” section of the Home Department, while Ms Mayawati formed Anti-Terrorism Squad (ATS) to check terrorism in the state, almost all the tops posts, IG, ATS of Lucknow & Kanpur Zone, DIG, ATS of Lucknow & Faizabad and SSP ATS posts in Lucknow, Kanpur, Faizabad and Allahabad, were all lying vacant. Even ADG ATS post is looked after by ADG (law & order, crime).

The Chief Minister also created a specialised post of ADG (organised & other crimes), but no one is posted there till date.

Similarly, even after advocating to give more teeth and power to Intelligence Wing which is back bone of the law enforcing agencies, both to take preventive action and to launch a crack down on terrorists and other subversive forces, posts of IG (special cell) at Intelligence HQ, DIG Security at Lucknow, SP (regional intelligence) in sensitive districts like, Varanasi, Faizabad, Kanpur, Agra, and SP (intelligence) in Lucknow, were vacant. The post of SSP (law & order) Lucknow, also created by Ms Mayawati was vacant.

To check economic offences, the Chief Minister created an Special Investigation Team (SIT) but now for the last many months, both the top posts ADG, IG were lying vacant. Even in the Economic Offence Wing (EOW), the topmost post of ADG, along with SP in Meerut and Kanpur were vacant.

Recently, the government created DIG and SP posts in newly formed Intelligence, Enforcement, Food Drugs Administration Directorate, to check sale of fake medicines and adulteration of eatables but both these posts are still to be filled.

To improve and check criminal activities from jails, the Chief Minister had created two posts of DIG (Administration) at Allahabad and Lucknow but both were vacant. In CB CID and Vigilance Department, seven posts each of SP rank were lying vacant respectively. The posts of IG Training in Lucknow, IG (Arms Training Centre) at Sitapur, DIG (Police Training Schools) at Moradabad, Unnao, Meerut, DIG (Police Training Centre at Sitapur and SPs at PTS Gorakhpur and PTC Moradabad were also vacant. The other important posts lying vacant were of ADG (Technical Services), ADG, Inter-State Border Force (ISBF), ADG(Telecom), ADG (Railways).

Among the IG rank, post of IG (Establishment, IG, CB CID (Lucknow), IG (Special Enquiry) in Lucknow, IG (Housing & Welfare) and IG (PAC) were vacant. Along with the above, DIG Railway at Allahabad, DIG (PHQ) at Allahabad, DIG (Technical Services), DIG (PAC) in Moradabad, DIG (Prosecution), six posts of Commandants, that is 10th, 27th, 32nd, 39th, 45th and 48th battalions of PAC, along with SP (railways) in Agra, SP (special enquiry) in Lucknow, SP Crime at DGP office, and SP (Karmik) at PHQ, Allahabad, were also lying vacant.
