Drawing out his vision and plan of action need to be implemented to cater to the needs of Telngana and meet their expectations, Chief Minister K Chandrasekhar Rao today exhorted his Cabinet colleagues, district Collectors, Joint Collectors and officials concerned to be cautions while delivering the goods.
In a brainstorming session held at MCR HRD here, while stating that he will soon expand his Cabinet and set up a State Advisory Board, KCR made it clear that they will soon keep the promise of Crop Loan Waiver and others during next meeting of the Cabinet. The City will expand three-fold once ITIR completes, he said, adding that there is no compromise on law and officials can discharge duties without any fear. Besides setting up Sugarcane Research Center in Medak and Turmeric Research center in Nizamabad, KCR said agricultural research centers will be set up to help farmers who can also get market facility.
Making it clear that there will be no room in Hyderabad for illegal activities or violation of laws, he said that law and order is top priority. Directing the officials to formulate new Acts and guidelines for the new State, he asked them to ensure that the vision of the TRS Government must be implemented. Finding fault with a section of the media for making a hue and cry on demolition of illegal structures in Hyderabad, KCR said he will send to jail all those involved in the Rs 235-crore irregularities taken place in Housing to poor scheme and ration cards issued. Hyderabad will encourage new industries beyond ORR which will come up 60-70 km distance. The capital will be turned into a “Seed Bowl” of India and World, as ICRISAT and other crop producing companies exist here.
Besides setting up two new airports in Telangana — one at Keesara and the other at Shamirpet, the TRS Government will give land to landless and poor, store waters in new projects, supply to industries, computerization of land details, free soil test, planting of 100 crore saplings in forest area, 10 crore in HMDA purview, encourage the same in rural areas to city level, setting up of a dumping yard and cemetery in each village and get its due share of 1200 TMC waters from Krishna and Godavari. Of 35 lakh acres land mass available, the government will give 2.20 lakh acres for industries, spend Rs 6,160 crore for Dalit welfare, allot 10 per cent of water for drinking purpose from each new irrigation project, he said.
Directing the Collectors to monitor the village, mandal, town level plans for speedy development, the Chief Minister reiterated that his main aim was to provide employee friendly government with a focus on welfare and development and rooting out of political corruption. Anyone who indulges in corrupt practices will be dealt with seriously, he warned. “To implement our policies, the newly elected MLAs and MLCs will get needed training, he maintained. The Telangana State has 8,500 Sarpanches, 6,473 MPTC, 441 ZPTC and MPP, 62 Municipalities, six corporations, 1,388 municipal wards, he said, adding that Panchayat Raj System needs a change to address grievances.
In this regard, he pointed out that some of the policies formulated in the context of united Andhra Pradesh may not be relevant. Hence, some previous policies and laws have to be revamped and new ones, suitable to Telangana, have to be framed. He wanted to impart training to all elected representatives in the next 15-20 days and asked the officials to prepare a schedule in this regard. “All of them should undergo a three-day training program. After training, we will ask the elected representatives to plan their village, mandal, district and State level plans”, he said, adding there were 8,500 sarpanches and 6,473 Mandal Parishad Territorial Committee members to work at village level.
Stating that a random survey in 593 villages by the housing department revealed that Rs 200 crore sanctioned for the weaker sections housing program had been misappropriated, KCR said inquiries would be conducted into all housing scandals in the State and the guilty would be sent to jail. In the case of industries, the Chief Minister said 220,000 acres of land was currently available for allotment across Telangana and asked the officials to come up with a comprehensive plan for the development of industries in the State.
One of the goals of the State government was to increase the green cover in Telangana from the existing 25 per cent to 33 per cent of the total area by planting 2.3 billion saplings in the next three years, he said, adding that every year, 33,000 saplings would be planted in each village taking the total to 99,000 in three years.
NEED-BASED POLICIES MUST: CS
Chief Secretary Rajiv Sharma said Telangana should have completely new policies based on its specific requirements. The interactive workshop, the first of its kind to be held in the new State, was aimed at exploring separate strategies, policies and practices needed for addressing all aspects of Telangana.
Stating that Hyderabad would be developed as a world-class city, he said that another outer ring road would be established in a radius of 100 kms from the city where satellite townships would be set up. Steps would be taken for provision of necessary amenities, de-congestion of traffic and maintenance of law and order. Pointing that there were 58,000 illegal constructions in the city, he stressed on regulating the city and rooting out political corruption. (NSS)
