It’s unfortunate RS not functioning properly: Harivansh Narayan Singh

New Delhi: If discussions are not held on major issues in the House of Elders then it reflects on the health of the democracy and it’s unfortunate to see that Upper House is not working properly, said Deputy Chairman of Rajya Sabha Harivansh Narayan Singh.

Speaking to ANI, Harivash said: “It is unfortunate to see that the Upper House is not working properly. If discussions are not held on the important issues in the House of Elders then it reflects on the health of the democracy.”

“The Member of Parliament (MPs) in this session couldn’t reach a consensus to discuss issues. But now the time has come to work for the nation not for individuals or parties because the nation is above from all that,” he added

Elaborating about the functioning of the Rajya Sabha, Harivansh stated: “This session of the Rajya Sabha was entirely washed out and even worked less than two hours in 10 days session. We could not properly discuss on motion of thanks and interim budget due to sharp differences between the Opposition and ruling party. I don’t know in which direction our democracy is heading.”

Due to the adjournment of the Upper House, the Muslim Women (Protection of Rights on Marriage) Bill and the Citizenship (Amendment) Bill, which have generated much heat, will lapse. The Bills were passed in the Lok Sabha and were scheduled to be introduced in Rajya Sabha.

According to the Rajya Sabha Legislative Procedure, a Bill pending in the Upper House which has not been passed by the Lok Sabha does not lapse on the dissolution of the Lower House. But a Bill which is passed by the Lok Sabha and is pending in the Rajya Sabha stands lapsed on the dissolution of the Lok Sabha. (ANI)
