Interim report of Survey of India purely technic

New Delhi, April 11: The interim report of the Survey of India filed in the apex court on Friday with regard to the Obulapuram mines owned by Karnataka Minister Janardhan Reddy and his brother will make a good specimen of technicalese, if one can coin the word on the lines of legalese.

Though the report said initial survey indicated no major deviation or encroachment, towards the end it said that there should be no mining during the survey work. It went on to say that there is a long standing boundary dispute between adjoining States and that issue has to be resolved before demarcation can be started.

The five-page report is Greek and Latin even for judges and lawyers alike as it is couched in highly technical jargon. Survey of India authorities know very well that they were submitting their report to a court, but not to a technical expert.

A couple of paragraphs of the report would make it amply clear how much technical mumbo-jumbo it was.

In the first page, the last paragraph says, “Considering the fact that Survey of India trangulated points in the vicinity of area of six iron ore mine leases got disturbed due to mining activities, in its first meeting on 25-03-2010 at Hyderabad, the Composite Survey committee decided to bring control near the above mine area from Hyderabad through GPS observations and processing.

There is one International Terrestrial Reference Frame (ITRF) control point on the building top of IISM, Hyderabad…’’ Next para says, “On 28-03-2010, 8 hour common GPS observation on IISM, Hyderabad point and these three newlymade stations, named R1, R2, R3 was done from 0800 hours to 1600 hours. In this, four tremble 5700 dual frequency receivers were used. Common GPS observations data was processed using TGO software and coordinates of three newly-made stations were computed on Everest datum.. It goes on like this.

A lawyer of the apex court who read the interim report quipped, “The directions of the apex court do not appear to be implemented in real spirit, but only in letter. That alone sums up about the interim report.
