Bangalore, July 30: An integrated action plan was being worked out to address the naxal issue affecting some parts of the country, Planning Commission Deputy Chairman Montek Singh Ahluwalia said today.
Efforts were being made to look at the development deficits in these affected areas and possible solutions to address it, he said during an interactive session here.
Ahluwalia said that though a lot dealt with security issues, it was not “purely a law and order issue” and involved other essential elements including institutional governance.
Full implementation of Panchayats Extension to Schedule Areas Act-1996 did not happen in letter and spirit, he said and advocated its full implementation.
He said skills would have to be added and there was need to find skilled people to work in these areas by attracting them through proper incentives or ensuring a contractual approach.
